Required Education:
Associate degree in a technology-related discipline

Technical Skills:


A minimum of ten (10) years of pertinent IT experience, including at least five (5) years in the cybersecurity and SaaS management and administration domain.

Two (2) years of hands-on experience in the design, implementation, customization, and support of SaaS solutions.
Expertise in managing information security platforms within a corporate environment.

Experience in configuring, deploying, and operating two (2) or more of the following SaaS solutions: SailPoint, CyberArk, Microsoft Purview, Archer Risk Management, and/or Business Continuity Modules, among others as required.


Specific Proficiencies:


O SailPoint - Develop application-specific user attestations, Facilitate role-based access to individual system attestations, Collaborate with System Owners to create tailored user attestation requirements, Conduct training for system users.

O CyberArk - Manage Privileged Cloud Remote, Oversee User Account Management
o Microsoft Purview (Security & Compliance) - Implement Data Loss Protection, Information Protection (Labeling and Encryption, Data Categorization and Classification), Insider Risk Management, Defender XDR
o Archer - Conduct Risk Assessments, Map Risks to NIST and Security Policies, Manage Risk Acceptance, Maintain Risk Register, Track Risks, Automate Risk Tasks, Ensure Business Continuity, Report Security Incidents

Exceptional communication, interpersonal, and teamwork abilities.
Capable of presenting technical information for knowledge transfer and training purposes.

Ability to establish and maintain effective working relationships with colleagues, end users, and vendor development teams, as well as all levels of management and judicial personnel as necessary.

Proficient in troubleshooting application-specific issues and initiating support tickets as required to resolve system functionality challenges.

Preferred Qualifications:
Candidates with experience across all listed SaaS platforms are highly preferred.
Possession of industry-recognized networking certifications at a professional level.

Scope of Work:


The primary objective of this role is to act as the lead technical support specialist, actively engaging in the planning, design, installation, administration, operations, and daily management of multiple SaaS platforms.

This position will ensure stable, scalable, redundant, and secure operations of information security technologies.

This individual will serve as the subject matter expert and be the primary support contact for the Cybersecurity Team.

This role will initiate support requests as necessary to troubleshoot and resolve issues.

This position will collaborate directly with Cybersecurity staff to oversee and provide daily support activities in alignment with Cybersecurity business processes, offering configuration and operational support across platforms, and enhancing operational activities through the administration of technical tasks on these platforms.

Key responsibilities include working with Cybersecurity platforms to test and deploy services, enhance functionality, and automate processes to improve business operations and streamline workflows.

This role will be responsible for monitoring system performance, troubleshooting issues, and creating process and procedure documentation to support statewide security operations.

Additional responsibilities may include light project management, audit support, and reporting.

This position will lead, schedule, coordinate, and provide guidance in activities with the Cybersecurity Team, other client teams, and vendors to support information security operations, business process development, risk management frameworks, identity and access management, user attestations, disaster recovery planning, business continuity planning, audit responses, and governance in a timely and accurate manner.

Ability to deploy, configure, administer, and customize SaaS software to meet the operational needs of the Cybersecurity department.

To develop new processes, procedures, and workflows to enhance security operations.

To provide problem determination and resolution through the analysis and diagnostics of a wide variety of issues, including failures, software configuration challenges, security concerns, performance issues, and unresolved problems reported internally or by other teams.

Generate regular status reports and create technical and procedural documents upon request, which may include project progress updates, meeting key milestones, and showcasing completed tasks, etc.

Host weekly status meetings/calls with the team or as needed.
This position will provide training to Cybersecurity staff on all areas of the supported platforms.

Hybrid - The proposed resource will be required to perform onsite during an initial performance evaluation period.

If performance is satisfactory, the proposed resource may transition to a hybrid role, Monday through Friday, as follows:

Three (3) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s).
Two (2) days on site in Annapolis, MD.
