Position Summary

This role is dedicated to the assessment of real estate for property tax evaluation, employing recognized methodologies to ascertain value. The Tax Appraiser II designation represents the standard level of performance in this classification, distinct from the senior Tax Appraiser III role. A comprehensive understanding of mass appraisal systems and the capability to execute and interpret state-required statistical analyses are essential.

Key Responsibilities

The following duties are illustrative of the various tasks performed and are not exhaustive:

  • Collects comprehensive data on real estate, which includes measuring structures, conducting thorough inspections of both the exterior and interior of properties, capturing photographic evidence, and assessing architectural quality and intended usage.
  • Creates precise sketches of property enhancements; calculates dimensions, area, and configuration; and estimates fair market value.
  • Utilizes field data such as replacement costs, comparable sales, and income potential to evaluate property worth.
  • Inputs field data into computerized systems and verifies final valuations for precision.
  • Examines information and appraisals submitted by property owners for authenticity.
  • Reviews tax returns and appeals; conducts site visits; engages with property owners; researches current pricing guides and market trends; presents findings and justifies valuations to the Board of Equalization.
  • Maintains up-to-date knowledge of the assigned appraisal area and adheres to accepted work and building standards. Conducts appraisals on mobile homes.
  • Collects and verifies data for computer-assisted appraisal systems from both records and fieldwork. Reviews tax returns and appeals.
  • Develops and assesses statistical sales ratios.
  • Establishes pricing schedules for urban and rural land based on market analysis. Acts as a representative of the County Assessor's office to the public.
  • Conducts and evaluates state-mandated statistical testing.
  • Employees in this classification may be required to perform any related duties as directed by appropriate authority.

Required Knowledge, Skills, and Abilities

  • Understanding of building standards, appraisal techniques, and research methodologies related to real estate.
  • Familiarity with land appraisal and building cost estimation methods.
  • Comprehension of the principles, practices, and techniques utilized in property assessment, along with relevant guidelines and statutes.
  • Proficiency in basic arithmetic calculations and property location identification.
  • Ability to analyze and interpret factors influencing property values. Competence in conducting research and preparing clear, concise reports.
  • Capability to appraise real estate using income, cost, and sales comparison approaches for commercial properties.
  • Skill in engaging tactfully with the public. Ability to prepare reports and present information clearly.
  • Ability to follow both written and verbal instructions.
  • Capacity to establish and maintain effective working relationships with colleagues, other agencies, and the public.
  • Effective verbal and written communication skills. Ability to read property plats.

Work Environment

This position necessitates a combination of office work and field evaluations. The office environment is typically quiet, while field conditions may vary from quiet to noisy.

Minimum Qualifications

  • 1) Associate's degree in real estate, business or public administration, or a related discipline.
  • 2) Two (2) years of experience in property appraisal or a related field.
  • 3) Alternatively, a combination of education, training, and work experience equivalent to the above that provides the necessary knowledge, skills, and abilities for this position.
  • 4) Must obtain Georgia Department of Revenue Appraiser II certification within six (6) months of hire and maintain a current and valid Appraiser II certification while employed in this role.
  • 5) Valid State of Georgia driver's license is required.
