Position Overview:
The Program Analyst will play a crucial role in the distribution of sustainment funding across Army Reserve Installations and associated programs.

Key Responsibilities:
1. Determine the allocation of sustainment funding to various Army Reserve Installations and programs.
2. Provide expert guidance to staff on contract management and oversight.
3. Analyze legislative proposals and regulatory changes to assess their implications on program requirements and develop policies that affect Army Reserve facilities.

Point of Contact:
Act as the primary liaison for the Office of the Secretary of Defense (OSD) Facility Sustainment Model, which assesses the sustainment needs of the Army Reserve.

Program Oversight:
Oversee all activities related to the Program Objective Memorandum (POM), including the preparation and presentation of justification materials to the command hierarchy.

Decision-Making:
Review and respond to Program Decision Memorandums and Program Budget Decisions as necessary.

Qualifications:
Applicants must meet specific employment authority categories and provide documentation to verify eligibility. Experience must encompass both paid and unpaid roles, including volunteer work.

Specialized Experience:
Applicants should possess at least one year of specialized experience at a senior command level, including:
- Planning, programming, budgeting, and execution of allocated resources.
- Analyzing installation status reports and recommending budget adjustments.
- Validating command-level requirements and advising on cost management program effectiveness.

Education:
Substitution of education for experience is not permitted for this position. Applicants must have the required experience to qualify.

Additional Information:
This position may be filled as a time-limited promotion or reassignment, with the possibility of extension. A trial or probationary period may be required, and direct deposit of pay is mandatory.
