About the Position:

The U.S. Army DEVCOM C5ISR Center, Reserach and Technology Integration (RTI) Business and Operations Division, Financial Management and Accounting Branch is looking to add 2 Budget Analysts to their team. These could be located at either Aberdeen Proving Ground, MD, or Fort Belvoir, VA.

U.S. Citizenship is Required.


Duties:

  • Performs budget analysis and management of financial programs with particularly high visibility at higher headquarters such as congressional budget line items; the impact of changes in legislative or regulatory requirements
  • Performs work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques
  • Responsible for a segment of an organization's budget, programs, and/or organizational structure that is less than the full scope of budgetary operations for the organizational component and level served
  • Developing resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain information


Evaluation Criteria:

You will be evaluated on your level of competency in the following areas:

  • Performing budgeting and execution of an assigned organization, such as budget formulation, presentation, and execution of an annual budget involving one or more appropriations.
  • Interpreting program and budgetary policies and guidelines to conduct economic analyses and develop data for internal review and analysis.
  • Monitoring the rates and timing of commitments, obligations, and disbursements of funds.
  • Working with and across multi-disciplinary teams that are geographically dispersed.


Conditions of Employment:

  1. One position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  2. One position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter. Additionally, it is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9
  3. These are Financial Management Level 2 Certified positions, and the incumbent must obtain this certification level within a specified timeframe.
  4. These positions require temporary duty (TDY) travel less than 25% of the time.
  5. Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
