DCS Corp is seeking a Lead Construction Program Manager to provide expert support to the Air Force Life Cycle Management Center (AFLCMC/HBD), specifically within the Theater Battle Control Division.

The Theater Battle Control Division is responsible for overseeing initiatives aimed at developing, acquiring, deploying, and maintaining programs that enhance global communications, Battle Management, Command & Control, Intelligence, Surveillance & Reconnaissance (C2ISR), Tactical Air Control, Air/Ground Surveillance, Time Critical Targeting, Combat Identification, Radar Imagery, Integrated Air/Missile Defense, and Mobile/Fixed C2ISR Performance, Exploitation & Dissemination Facilities.

This is a full-time role.

Key Responsibilities:

  • The selected candidate will deliver comprehensive Construction Program Manager support to the Program Management Office (PMO) throughout all project phases, including Design, Construction, and Closeout.
  • Responsibilities include developing project requirements based on client feedback, ensuring compliance with Air Force directives, managing contract development and review, overseeing Architecture & Engineering plans, and preparing detailed Government Cost Estimates (GCE).
  • The candidate will manage a diverse range of projects, including mechanical, electrical, civil, architectural, structural, and geotechnical aspects, adhering to provided documentation formats.
  • New personnel will familiarize themselves with PMO processes and systems during their initial onboarding period, including training on relevant PMO-specific software.
  • All project requirements must align with the latest Federal, State, Local, Air Force, HQ ACC, AFCEC standards, and engineering criteria.
  • The candidate will ensure that project requirements meet the current Installation Facilities Standards (IFS) and document completion of all project package reviews with relevant stakeholders.
  • Preparation of detailed cost estimates for all assigned projects is essential, including labor, material, and equipment costs, utilizing provided cost estimating tools.
  • Weekly project updates must be tracked and entered into the PMO IT Database and project tracking systems, maintaining organized electronic project documentation.
  • Subject matter expertise will be required to support updates and briefings to the PMO and potentially to Fighter Wing leadership.

Design Phase Duties:

  • Act as the primary contact for all project-related issues.
  • Coordinate and review submitted data for accuracy and compliance with applicable regulations.
  • Prepare A/E design scopes of work and Government Cost Estimates.
  • Maintain comprehensive project documentation in both hard copy and electronic formats.
  • Input weekly and monthly updates into the PMO project tracker and IT Database.
  • When formal designs are unnecessary, prepare construction-ready scope packages.

Construction Phase Duties:

  • Coordinate pre-construction meetings and ensure all necessary parties are present.
  • Review and respond to all Requests for Information (RFIs).
  • Conduct bi-weekly construction inspections and maintain documentation of each inspection.
  • Review requests for progress payments and provide input to the PMO.
  • Ensure all project documentation is complete and organized.
  • Monitor project schedules and completion timelines.
  • Address potential issues promptly and recommend solutions.

Closeout Support Responsibilities:

  • Ensure all project documentation is properly filed and up to date.
  • Confirm completion of As-builts, O&M manuals, warranties, and other necessary paperwork prior to project closeout.
  • Provide required forms on the day of project acceptance.

Required Qualifications:

U.S. Citizenship is mandatory due to the sensitive nature of the work. A High School Diploma with 30 years of relevant experience, including 20 years within the Department of Defense, is required. An adjudicated DoD Secret Security clearance must be obtained on the first day of employment.

Demonstrated expertise in the following areas is essential:

  • Federal design and construction contracts.
  • Oversight of A/E design processes.
  • Preparation of modifications to A/E and construction contracts.
  • Cost estimating and project management.
  • Understanding of facility and building systems.
  • Application of Department of Defense Unified Facilities Criteria.
  • Strong communication skills, both written and verbal.
  • Proficiency in relevant software tools.
