Job Summary

This position is open to current and former Federal career/career-conditional employees in the Competitive service, Reinstatement eligibles, Eligible Veterans, CTAP & ICTAP eligibles, Land Management Workforce Flexibility Act (LMWFA) eligibles, Military Spouses, Former Public Land Corps (PLC) members, individuals with disabilities, National Service (Peace Corps and VISTA), and special authorities.

Key Responsibilities
  • Conduct plant censuses and surveys, and assemble the information.
  • Follow standardized procedures to collect data on the condition of range, grazing or forage.
  • Use statistical methods and procedures to perform testing of field data collected.
  • Install, operate, and maintain resource management equipment (tools, sampling and monitoring, photographic, and laboratory equipment).
  • Prepare graphs, charts, and illustrations for reports and technical publications relating to plant management activities.
  • Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment.
Requirements
  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Complete the initial online assessment and USAHire Assessment, if required.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
Qualifications

All qualifications must be met by the closing date of this announcement-10/11/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.

For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: Twelve (12) months of specialized experience equivalent to the GS-04 grade level in the Federal service.

EDUCATION: Successfully completed a full four (4) year course of study leading to a bachelor's degree with major study or at least twenty-four (24) semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics.

A combination of specialized experience as described above and education as described above which total 100 percent.

Only education beyond the sixty (60) semester hours above high school is considered qualifying when combined with specialized experience.

Thirty (30) semester hours beyond the first sixty (60) is equivalent to six (6) months of specialized experience.

For example, six (6) months of specialized experience (50% of the specialized experience requirement) and 90 semester hours with at least twelve (12) semester hours related to the position and three (3) hours directly related to the position (50% of the education requirement) would be considered qualifying.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.

Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.

Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR for CTAP and 5 CFR for ICTAP.

This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
