Position Overview

SAIC is seeking a Strategic Communications Analyst to provide support to the Office of the Deputy Critical Technology Officer for Critical Technologies (DCTO-CT), part of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). This role necessitates close collaboration with high-ranking officials and personnel within the Pentagon and throughout the Department of Defense (DoD) Science and Technology community, which includes various Components, industry collaborators, academic institutions, international allies, and professional associations.

Under the guidance of the DCTO-CT Strategic Communications Manager, the analyst will engage with senior government leadership to fulfill organizational objectives by implementing communication and public relations strategies aligned with the broader strategic planning framework. The goal is to promote and safeguard the significance of strategic technology among relevant stakeholders, including government entities, industry partners, academic institutions, and international collaborators. The role also involves cultivating and strengthening valuable relationships with targeted high-level external organizations.

Work Environment: This position offers a hybrid work model, requiring some onsite presence.

Key Responsibilities:

  • Collaborate with leadership to formulate a comprehensive strategic communications plan.
  • Facilitate interactions with the defense Science and Technology community.
  • Coordinate with leadership to organize, host, and/or represent the office at technical conferences and symposiums.
  • Assist in meetings with industry representatives at senior leadership levels.
  • Act as the editor for the creation, production, and upkeep of the organization's internal and external communication materials.
  • Design and implement tactical strategic communications plans for various initiatives, publications, and articles.
  • Oversee and evaluate engagements with technical and professional organizations.
  • Support outreach initiatives within the academic community.
  • Coordinate with relevant DoD agencies for the public dissemination of briefings, documents, and other communication products.

Qualifications

Required Clearance:

  • Active TS/SCI clearance
  • U.S. citizenship

Essential Qualifications:

  • Bachelor's degree with a minimum of ten (10) years of relevant experience; or a Master's degree with at least eight (8) years of experience.
  • Experience within the defense sector (industry, military, government civilian, or contract support), preferably with direct exposure to an engineering organization.
  • Demonstrated professionalism and discretion in performing diverse duties and interacting with various staff levels across multiple locations.
  • Strong analytical, problem-solving, prioritization, and organizational capabilities; proven ability to assess, select, and utilize various methods and tools.
  • Experience in planning and coordinating technical reviews, panels, or similar meetings with diverse participants; adept in preparing, coordinating, and delivering briefings.
  • Proficiency in Microsoft Office software.
  • Exceptional communication skills; experience in drafting white papers, briefings, correspondence, and reports.

Preferred Qualifications:

  • Extensive experience supporting OSD, Joint Staff, or other high-level organizations.
  • Experience in DoD Science and Technology and familiarity with the Systems Engineering domain.
