Talascend is seeking a Lead Engineering Project Specialist for a long-term contract opportunity.

Position Overview

We are in search of a highly skilled Lead Engineering Project Specialist with substantial expertise in engineering operations, design, and construction within nonreactor nuclear environments. This position entails spearheading technical initiatives and guaranteeing project success through proficient management and oversight.

Key Responsibilities
  • Serve as the primary technical representative for engineering operations associated with the planning, design, execution, and completion of projects.
  • Direct and oversee project development with an integrated project team (IPT) comprising clients, stakeholders, and subject matter experts.
  • Supervise engineering design efforts for both internal and external design teams; manage design evaluations, facilitate the resolution of feedback, and ensure the delivery of compliant design outputs at each phase (30/60/90/100%).
  • Oversee contracts and coordination of design deliverables for external design execution; support design advancement through team meetings and resolution of expert feedback.
  • Manage internally generated design timelines, team staffing requirements, costs, quality assessments, and overall delivery.
  • Generate cost estimates with the Engineering Services technical team for project assistance.
  • Oversee technical specifications for construction, including coordinating designer-constructor interfaces, design modifications, submittal assessments, inspection documentation, RFIs, commissioning, and certificate of occupancy processes.
  • Collaborate with the integrated project team to ensure proper project closure, documentation completion, and storage in appropriate repositories.
  • Adhere to and enforce policies, programs, procedures, and practices of the Client Conduct of Engineering program.
  • Plan, forecast, and identify necessary engineering resources to support project workload requirements; review project engineering progress against approved timelines and budgets; evaluate changes; and implement corrective actions when necessary.
  • Engage with client representatives such as building officials, fire marshals, and electrical safety officers for requirements identification, permitting, and issue resolution.
  • Address field-initiated engineering inquiries, visit job sites, assist in resolving construction-related technical challenges, and provide solutions to diverse complex issues.
  • Make recommendations to engineering management regarding project assignments of key personnel and requests for specialized professional services.
  • Mentor junior project engineers and oversee their work.
  • Assist in developing training presentations.
  • Seek opportunities for new and existing clients within the organization.
  • Lead initiatives aimed at enhancing organizational performance.
Qualifications
  • Bachelor's degree in Engineering from an ABET-accredited institution.
  • A minimum of 12 years of relevant work experience.
  • Proven experience as a senior technical advisor implementing, overseeing, and evaluating engineering activities.
  • Advanced experience with design and construction contracts.
  • Extensive experience in cost engineering functions, including cost estimation, cost control, financial reporting systems, and cost and variance analysis.
  • Demonstrated ability in leading design teams and resolving technical challenges; experience with EVMS compliant schedule and cost control systems; qualified as a Control Accounts Manager.
  • In-depth knowledge of innovative design and construction methods, related construction practices, economic considerations, and application of industry codes and standards.
  • Understanding and experience with Performance Based Indicators.
  • Experience in developing and implementing a Project engineering program.
  • Exceptional verbal and written communication skills.
  • Strong problem-solving abilities.
  • Proficiency with MS Office Suite.
  • Knowledge and experience with NQA-1 quality requirements.
  • Experience in DOE/NNSA nonreactor nuclear facilities and radiological projects.
  • Familiarity with industry, regulatory, and DOE/NNSA complex codes, standards, and criteria relevant to Vital Safety Systems.
  • Working knowledge of non-reactor nuclear codes, standards, best practices for nonreactor nuclear/hazardous mechanical confinement systems, and the generation of piping and instrumentation diagrams (P&IDs).
  • Demonstrated experience in developing safety class and safety significant designs.
  • Ability to obtain DOE Q Clearance.
  • US Citizenship is required.
