Join the City of Stockton, CA team as a Human Resources Analyst II/Senior Human Resources Analyst. This role is responsible for performing a variety of professional activities in support of a centralized human resources system, including recruitment and selection, job analysis, classification and compensation plan administration, equal employment, and other designated functions.

Key Responsibilities:
  • Design and implement recruitment programs to obtain qualified candidates
  • Coordinate, design, and administer job-related selection procedures
  • Conduct organizational studies, audits new or modified analysis documentation, and perform complex research
  • Develop, prepare, and maintain databases, spreadsheets, and reports for purposes of file management
  • Assist in the implementation and monitoring of compliance policies and programs
  • Develop and implement various employee training programs
  • Collect information and serve as backup during negotiations with employee organizations and/or for grievance proceedings
  • Conduct grievance and discipline investigations
  • Provide guidance to department officials on human resources issues
  • Audit, reconcile, research, and prepare various types of information for area of specialty
  • Research and resolve complex issues related to all leave entitlements
  • Confer with and interpret MOU's, policies, procedures, and regulations to City staff and the public
  • Conduct varied analytical studies; prepare reports, correspondence, and a variety of written materials
  • Monitor developments in the human resources field, evaluate their impact on City activities, and recommend policy and procedural improvements
  • Interpret retirement laws and policies
  • Work with payroll staff to resolve complex issues
Requirements:
  • Bachelor's degree from an accredited four-year college or university with major course work in business or public administration, industrial relations, or a related field
  • Two years of professional-level experience in a centralized human resources system, which has included experience in more than one functional area of human resources (i.e., recruitment, selection, classification, compensation, employee/labor relations, benefits and/or retirement)
  • Experience in a public agency setting is desirable
Working Conditions:

This is an At-Will (Unclassified/Unrepresented) position. Only those applicants who best fit the needs of the City will be referred to the hiring department.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Incumbents work a City of Stockton 9/80 schedule: 7:30 am to 5:30 pm, Mondays through Thursdays; 8:00 am to 5:00 on Friday, with every other Friday off. Some after-hours may be required.
