Off Site Property Manager

Rural Communities Housing Development Corporation (RCHDC) is seeking a highly skilled and organized Off Site Property Manager to oversee the day-to-day operations of our apartment complex. As a key member of our team, you will be responsible for ensuring compliance with government regulations, enforcing occupancy rules, and providing exceptional tenant services.
Key Responsibilities- Operations Management: Review tenant applications, maintain waiting lists, and show available units to prospective tenants.
- Compliance and Risk Management: Ensure all new move-in files are complete and orderly, and attend training sessions as needed to stay up-to-date on regulatory requirements.
- Property Maintenance: Conduct regular property walks to monitor appearance and ensure vacant units are turned over efficiently.
- Financial Management: Distribute rent bills, collect rent and security deposits, and work with accounting staff to facilitate smooth accounting procedures.
- Tenant Services: Provide emergency procedures training, appliance use instructions, and property rules to new tenants.
- Reporting and Compliance: Prepare and submit required reports, including weekly, monthly, and quarterly reports, as well as audit and inspection reports for lenders and regulatory agencies.
- Conflict Resolution: Investigate tenant complaints, resolve issues, and prepare written incident reports.
- Marketing and Leasing: Show vacant units and apply approved marketing strategies to reduce vacancy loss.
- Unit Inspections: Conduct annual unit inspections, assess damage, and arrange for repairs.
- Community Engagement: Provide local information on nearby schools, shopping malls, recreational facilities, and public transportation, and oversee the calendar of events for the multi-purpose room and computer room.
- Community Programs: Coordinate community events, such as guest speakers, potlucks, money management/financial literacy education classes, and Neighborhood Watch Programs.
- Community Service: Assess community needs, create a service plan, and establish collaborations with service providers to refer tenants to available programs and resources.
- Education and Experience: High school diploma or equivalent required; previous management experience preferred.
- Skills and Abilities: Good writing and math skills, well-organized and thorough, able to work independently, and possess a valid California driver's license.
- Certifications and Training: Obtain and maintain an USDA Rural Development Manager Certification within six months, and complete required training sessions as needed.
- Software and Technology: Proficient in Microsoft Office, particularly Excel, Word, and graphic software, and have a working knowledge of the Internet.
- Competitive Pay: $22.00 per hour.
