Off Site Property Manager

Rural Communities Housing Development Corporation (RCHDC) is seeking a highly skilled and organized Off Site Property Manager to join our team. As a key member of our property management team, you will be responsible for overseeing the day-to-day operations of our apartment complex, ensuring compliance with government regulations, and providing exceptional service to our tenants.
Key Responsibilities- Review tenant applications, maintain waiting lists, and show available units
- Process eligible applicants within program guidelines, ensuring timely and accurate completion of new move-in files
- Attend training sessions as needed, including overnight stays out of town
- Conduct regular property walks to monitor appearance and ensure management presence
- Distribute rent bills, collect rent and security deposits, and facilitate smooth accounting procedures
- Complete lease forms, outline conditions and terms of occupancy, and prepare relevant paperwork
- Provide tenant services, including emergency procedures, appliance use, and property rules
- Perform annual re-certification of tenants, complete required reports, and cooperate with compliance staff
- Investigate tenant complaints, resolve issues, and prepare written incident reports
- Show vacant units, apply marketing strategies, and reduce vacancy loss
- Conduct annual unit inspections, assess damage, and arrange turnover repairs
- May need to act as a repair person in emergency situations
- Provide local information on nearby schools, shopping malls, recreational facilities, and public transportation
- Oversee, coordinate, and maintain calendar of events and users for multi-purpose room and computer room use
- Perform social programs duties, coordinate community events, and refer tenants to available service programs
- Good writing and math skills
- Well-organized and thorough
- Ability to work and make decisions without supervision
- Bookkeeping experience helpful, but not required
- Familiarity with landlord/tenant law helpful
- Previous management experience preferred
- Ability to work with and be sensitive to the needs of low-income persons
- Obtain and maintain an USDA Rural Development Manager Certification within six months
- Possession of a valid California Driver's License, good driving record, and automobile insurance
- A working knowledge of Microsoft Office, proficient in Excel, Word, graphic software, and facility with the Internet
