Job Description

JOB SUMMARY

This position is part of a project management initiative within the 412 Test Wing, responsible for independently managing various Research Development Test & Evaluation projects related to fighter aircraft. The role encompasses multiple phases of Project Management, including planning, provisioning, analysis, and reporting.

The candidate will leverage their expertise in acquisition Project Management and organizational workflow to support procurement activities, project/program management tasks, and acquisition programs. Note that this role does not involve counseling, mentoring, or supervisory responsibilities over Government personnel.

ROLES AND RESPONSIBILITIES

The Contractor will deliver logistical guidance and support for the enhancement of AFTC test capabilities, including but not limited to:

  • Concept exploration and definition, technology prototype development, and market surveys.
  • Requirements definition, validation, verification, and functional analysis.
  • Development and support of technical and acquisition documentation.
  • Conducting trade studies and Configuration Management (CM).
  • Facilitating technical reviews and Independent Verification & Validation, alongside other testing and data analysis.
  • Managing risk and logistics.
  • Coordinating technical integration with suppliers, support contractors, AFTC staff, and other Government entities.
  • Assisting in meetings, capturing minutes, and maintaining action item lists.
  • Supporting presentations for program management reviews and technical interchange meetings.
  • Collaborating with engineering and operations teams to track task updates for the CTF readiness action plan.
  • Creating and managing project schedules using MS Project or similar tools.
  • Assisting team members in developing cost and resource estimates for capability statements.
  • Tracking project metrics effectively.
  • Possessing knowledge of DoD and Air Force acquisition processes and program management procedures.
  • Performing program management functions, including coordinating engineering, program control, and logistics support tasks.
  • Analyzing and reporting on acquisition strategy methodologies and their progress.
  • Guiding participation in establishing military, economic, and technical bases for acquisition programs.
  • Handling tasks that require prioritization, research, and analysis with varying levels of clarity.
  • Managing tasks with variables and programmatic risks, necessitating investigation and consultation with subject matter experts.
  • Demonstrating the capacity to perform in a multi-project environment with critical time constraints and security considerations.

REQUIRED SKILLS/ABILITIES

  • Experience in logistics management for Advanced Fighter aircraft during flight tests is highly desirable, alongside knowledge of DoD flight test programs.
  • Proven ability to analyze and develop project baselines, Statements of Capability, and test schedules.

EDUCATION AND EXPERIENCE

  • Level 3 – Requires up to 3 years of experience or a bachelor's or master's degree in a relevant discipline, responsible for assisting senior positions.

SECURITY CLEARANCE REQUIREMENTS

  • Must be eligible to obtain an active U.S. SECRET clearance and undergo a government security investigation.
  • A valid driver's license is required for company business travel.
  • Ability to pass a background check for access to specific work locations is necessary.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting and working on a computer.
  • Ability to lift up to 15 pounds occasionally.

TRAVEL REQUIRED

  • Occasional travel may be necessary for meetings, training, and site visits.
