Key Responsibilities

  • Oversee the procurement team, setting work priorities, creating performance metrics, and assessing the overall effectiveness of the Acquisition Section to guarantee optimal operations.
  • Manage the Cooperative Agreement and Charge Card programs, ensuring staff compliance and efficiency.
  • Act as the contracting officer for agreements and intergovernmental orders exceeding $250,000.
  • Offer expert guidance to both technical and administrative staff regarding procurement strategies, including selection of appropriate procurement methods, contract drafting, awarding, managing, and concluding contracts.
  • Investigate proposed legislation, existing laws, regulations, directives, and Bureau initiatives that may influence acquisition strategies.
  • Provide specialized support on procurement processes and contracting actions to program managers and procurement personnel.
  • Review policies for proposed acquisitions during pre-award and post-award phases to ensure adherence to legal standards and organizational policies.
  • Engage in internal control assessments; evaluate activities and information from the office under review; compile observation reports; and recommend corrective measures.
  • Assess and interpret various procurement issues; develop and propose contracting policies, procedures, guidance, and control measures for procurement activities.
  • Deliver technical support, advice, and assistance to subordinate Contracting Officers in understanding policies and regulations, as well as resolving intricate contract challenges.
