Position Overview:

The EHSS Manager is tasked with the creation, execution, and maintenance of Environmental Health, Safety, and Security (EHSS) programs. This role is essential in safeguarding the well-being of employees, visitors, and contractors, while also ensuring environmental protection and adherence to all relevant EHSS regulations.

The manager ensures compliance with federal, state, and local regulations, as well as company EHSS policies. Collaborating with Business Unit (BU) management, site leaders, and HR partners, the manager aims for sustainable EHSS performance.

Key responsibilities include implementing EHSS standards, providing technical support on compliance issues, and overseeing project management related to EHSS matters. The manager will develop predictive analysis programs to identify risks and propose preventive measures to mitigate potential hazards.

Furthermore, the role involves deploying safety, security, industrial hygiene, and environmental processes aimed at continuous improvement in EHSS stewardship, focusing on accident prevention, hazard elimination, and minimizing environmental impacts.

The manager will also lead training initiatives through Training Needs Assessments (TNA) for all BU employees, working with management to ensure full compliance with training directives.

Core Responsibilities:
1. Conduct risk assessments and develop EHSS risk reduction strategies.
2. Create and implement EHSS program elements, coaching supervisors and employees to enhance safety behaviors.
3. Manage and perform EHSS audits and site inspections.
4. Monitor training compliance and provide reports to operational management.
5. Deliver EHSS training and develop training resources, including field coaching.
6. Implement a behavioral-based safety program tailored to specific project needs.
7. Assist with event investigations and coordinate with workers' compensation coordinators.
8. Support the review and development of corporate EHSS standards and policies.
9. Provide EHSS due diligence for new business ventures and support for project startups.
10. Maintain EHSS data, review OSHA logs, and prepare periodic EHSS reports.
11. Coordinate industrial hygiene support and assist in developing BU EHSS budgets and goals.

Work Environment:

This position involves an office setting with daily exposure to water plant environments, including chemicals and moving equipment. Field visits may occur in highway settings, exposing the manager to traffic and varying weather conditions.

The noise level in heavy equipment and plant environments can vary, and hearing protection may be necessary.

Qualifications:
Education and Experience:
- Bachelor of Science Degree in Safety, Environmental Engineering, or a related field.
- 5-7 years of relevant experience in EHSS compliance.
- Experience in the construction and water/wastewater industries is preferred.

Knowledge, Skills, and Abilities:
- Strong organizational, communication, and interpersonal skills.
- Proficient in writing, coaching, and teaching.
- Ability to manage changing priorities effectively.
- Self-motivated with strong organizational skills.
- Proficient in Google programs including Sheets, Docs, Gmail, and Slides.
- In-depth knowledge of safety and environmental regulations and industry standards.

Must be willing to work in the field with staff, providing extensive evaluation, coaching, and support for safety, health, security, and environmental compliance (approximately 70% of the time). Availability for 24/7 response to EHSS incidents or emergencies is required, along with the ability to work extended hours as needed. Personal Protective Equipment (PPE) must be worn as required.

Certifications:
- A valid driver's license is required.
- Desired certifications include OSHA Training Institute authorization as an instructor on OSHA Standards for general industry, CSP (Certified Safety Professional), or CHMM (Certified Hazardous Materials Manager). Certifications from AWWA and other recognized safety organizations are also beneficial.
