Orange Water and Sewer Authority (OWASA) is looking for a dedicated professional to become a part of our capital improvements team as a Water and Wastewater Project Engineer within the Engineering Department.

This role is essential for overseeing all facets of designated capital improvement initiatives.



Primary Responsibilities:
  • Formulating requests for proposals, including contracts, cost assessments, bidding documents, and contract approvals.
  • Implementing assigned capital improvement projects and studies by acquiring and managing the work of consultants and contractors.
  • Providing engineering insights to guarantee the successful execution of assigned capital improvement initiatives.
  • Supervising the construction of assigned capital improvement projects alongside resident project representatives.
  • Maintaining project timelines and budgets, ensuring adherence to internal policies, engineering standards, and regulatory mandates.
  • Addressing customer inquiries and concerns; engaging with consultants, contractors, regulatory bodies, operational staff, community members, and other stakeholders.

This position necessitates a Professional Engineer license, with a minimum of four years of pertinent experience, and a valid North Carolina Class C driver's license.

The ideal candidate will possess a solid understanding of engineering and project management principles and practices applicable to the design, permitting, and construction of public water and wastewater systems.

We seek individuals who are self-driven and exhibit exceptional written, verbal, and interpersonal communication skills, along with a proven track record of effectively managing projects.
