OSP Designer II Job Description

Colliers Engineering & Design is seeking an experienced OSP Designer to join our Utility Design Engineering team in Nashville, TN. The UDE team works with industry-leading internet service providers across the United States to provide network engineering services.

The OSP Designer will be responsible for planning, designing, documenting, and permitting proposed new outside plant backbone, middle mile FTTx, Passive Optical Network (PON, G-PON, XGS-PON), Centralized and Distributed Split Architecture, and BAU build-outs.

Our utility design professionals provide turnkey land management services, including right-of-way (ROW) acquisition and engineering, utility coordination, deed and title ownership research, environmental permitting, civil/site engineering, and subsurface utility investigation.

Responsibilities:
  • Conduct fielding tasks (Engineering Design Notetaking, pole data collection, etc.) without supervision.
  • Gather and utilize field data for railroad, waterway crossings, and controlled access permits.
  • Demonstrate understanding of applicable building codes, design codes (NEC, NESC, etc.).
  • Review jurisdiction documentation and field data to determine design within Right-Of-Way (i.e., wetlands, floodplains, highlands, pinelands, CAFRA, etc.).
  • Exhibit understanding of Telecom, Fiber - Outside Plant (OSP) design (FTTx, MDU, wiring diagrams, splicing schematics, equipment types, etc.) and design FTTx.
  • Network proficient in OSP route designs and simple modification designs.
  • Design/draft construction and permit drawings with minimal guidance.
  • Design Fiber-Optic network (FTTx) using ArcGIS software, or client designated software, with minimal supervision.
  • Supervise and review production of specialty drawings (i.e., Utility Company submittals, Railroads, Interstate crossings, landmark designs, etc.).
  • Determine efficient and cost-effective path (aerial vs. underground) and construction methods (Bore, Plow, Trench, Micro-trench) for fiber optic cable.
  • Conduct QC review of junior OSP designer's work product, including constructability review.
  • Complete final QC of permit packages before submittal.
  • Prepare technical correspondence.
  • Create Bill of Materials.
  • Assist in preparing Project proposals, including scope of work, fees, and schedules.
  • Assist with client management, including project status updates, submittals, and approvals.
  • Act as a seller/doer and actively participate in business development and marketing.
  • Engage in industry events and organizations as requested.
  • Assist with tracking project, submittal, and approval status.
  • Assist with project proposals, including fees and schedule.
  • Assist with coordination of in-house professionals and subconsultants to complete all aspects of project design.
  • Basic understanding of project finances.
  • Develop and maintain effective professional relationships.
Qualifications:
  • Bachelor's degree in electrical, mechanical, civil, or related engineering degree preferred.
  • 5+ years of experience in linear utility engineering and design, experience in fiber-optic/coaxial OSP experience preferred.
  • EIT license preferred.
  • Proficiency in ArcGIS, AutoCAD/Civil 3D, or similar software packages with the ability to design projects through completion.
  • Proficiency with Vetro and IQGeo is preferred.
  • Knowledge of local city, county, and state and utility permitting regulations preferred.
  • Willing to travel to job sites as needed.
  • Valid drivers license required.
  • Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
