POSITION OVERVIEW
The HR Site Manager is accountable for the comprehensive administration, coordination, and assessment of human resources activities. Key areas of focus include employee relations, training initiatives, policy enforcement, performance management, recruitment, affirmative action, and adherence to employment legislation. The ideal candidate will also possess some familiarity with environmental, health, and safety regulations.

KEY RESPONSIBILITIES
1. Formulates and implements human resource strategies, procedures, and policies.
2. Organizes and oversees all departmental functions, contributing to the establishment of departmental objectives.
3. Develops and sustains an affirmative action program; maintains records and reports to ensure compliance with EEO standards.
4. Evaluates data collection efforts and communicates with employment agencies and relevant organizations.
5. Assesses targets and objectives to identify areas needing improvement and strategizes accordingly.
6. Follows up on action items from meetings to ensure accountability.

Ensures compliance with OSHA regulations; facilitates safety training or coordinates with vendors for necessary training sessions.


7. Designs and delivers training programs as required.
8. Leads recruitment efforts for hourly positions and supports management in hiring for salaried roles.
9. Reviews applications and selects suitable candidates.
10. Conducts interviews for potential hires and extends job offers.

Develops and maintains an employee handbook detailing policies and procedures; communicates updates to supervisors and staff to ensure adherence.


11. Recommends and implements changes as necessary.
12. Collaborates with supervisors to ensure compliance with policies.
13. Monitors the performance evaluation system and suggests revisions as needed.
14. Meets regularly with supervisors to track the progress of new hires and prepares reports on their development.
15. Provides training and support to managers in employee counseling and disciplinary actions.
16. Conducts training sessions on labor laws, federal regulations, and effective employee management.
17. Assists management in addressing employee concerns and resolving conflicts.
18. Conducts investigations and manages disciplinary actions for employees.
19. Prepares employee profiles and compiles reports with findings and recommendations.
20. Facilitates disciplinary meetings with employees and their supervisors.
21. Performs other related duties as assigned.

EDUCATION AND EXPERIENCE
A Bachelor's degree in Human Resources Management or a related field is preferred.
2-5+ years of experience in a human resources capacity.

KNOWLEDGE, SKILLS, AND ABILITIES
Familiarity with federal and state employment laws.
Strong work ethic and collaborative spirit.
Ability to handle sensitive and confidential information with discretion.
Excellent organizational, multitasking, and prioritization skills.
Effective communication skills across various management levels.
Proficient in setting priorities and meeting deadlines.
Exceptional interpersonal skills; capable of engaging with employees and vendors at all levels.
Demonstrated leadership abilities in executing HR functions.
Knowledge of OSHA standards and requirements.
Proficient in Microsoft Office applications.

IDEAL CANDIDATE
A proactive individual who is ready to engage in a traditional HR environment with a focus on identifying and implementing process enhancements to elevate their role to provide strategic HR support.
This candidate will be the sole HR representative on-site and will have the opportunity to redefine the concept of HR support.
