Job Description:

Manager III

Act as a key authority under the unit manager, executing managerial and intricate accounting and auditing responsibilities, adhering to generally accepted accounting principles (GAAP) and complying with state and federal regulations. Oversee all functions, activities, and outputs of the Cash Receipts branch within the Revenue Management Unit, which is responsible for recording, depositing, reporting, and reconciling revenue collected by the agency.


Responsibilities include maintaining accounting processes and procedures for efficient and accurate receipting, controlling, recording, and reporting of transactions. Ensure that all deadlines are consistently met. Engage with customers to resolve issues effectively. Actively contribute to the preparation of detailed and consolidated financial reports.

Requires a solid understanding of the Uniform Statewide Accounting System (USAS) and the Centralized Accounting and Payroll/Personnel System (CAPPS), as the role involves coordinating information systems to fulfill operational needs.

Propose enhancements for operational efficiency.

Supervise staff ranging from Accountant III to V, who carry out advanced accounting and financial tasks. Establish staff priorities to guarantee that all tasks are executed, reconciled, and audited within approved guidelines. Monitor assignments and the quality of branch outputs. Maintain a regular and predictable work schedule with the option for telecommuting.

Essential Job Functions:

Attend work consistently in accordance with agency leave policies and perform additional duties as assigned.


EJF 1 (30%) –

Branch Management:

Cultivate a positive workplace while providing leadership and technical expertise, serving as a subject matter expert in managing, supervising, and monitoring daily operations to ensure accurate, effective, and efficient branch functions.

Ensure that all deadlines are met. Maintain a proactive relationship with auditors and programs. Function as a working manager, stepping in to perform branch tasks as necessary. Investigate and resolve issues, escalating to the unit manager in writing when required.
EJF 2 (20%) –

Staff Management:
Develop and approve work schedules and leave requests. Conduct regular staff meetings to disseminate information, provide training, and discuss challenges and solutions. Recommend professional development opportunities. Ensure that a percentage of direct reports have an up-to-date position description and receive an annual performance evaluation.

Guarantee that staff are adequately trained for their current roles and for advancement within nine months of hire, and that they remain current on all mandatory training.

Address conduct and performance issues as necessary.
EJF 3 (15%) – Reporting: Ensure timely submission of required reports.
EJF 4 (10%) – Compliance and Accuracy: Review and stay informed on relevant rules, statutes, and policies. Interpret and communicate changes to staff and management. Ensure that policies and procedures are documented, compliant with applicable regulations, followed, and reviewed annually for updates. Establish measurement tools for compliance and ensure that work performed is audited for accuracy.
EJF 5 (10%) –

Customer Service:
The manager and branch staff respond in a friendly, courteous, and timely manner to research requests and inquiries. Address customer feedback appropriately while maintaining a professional demeanor with colleagues and clients. Provide technical and consultative services to programs. Conduct agency training and serve as a liaison, offering technical guidance to other agencies and entities.
EJF 6 (5%) –

Sensitive Data:

Maintain a thorough understanding of federal, state, enterprise, agency, and unit policies, processes, and procedures, as well as related enterprise training, regarding privacy requirements when handling sensitive data categories, including HIPAA, PHI, PII, and SPI.

EJF 7 (5%)– Goal: Establish and accomplish a significant annual goal for the branch, focusing on service delivery, quality improvement, or minimizing duplicative efforts for similar information.

Implement measurement tools to achieve goals and objectives.
EJF 8 (5%) –

Miscellaneous Duties:
Perform other assigned duties. Lead and/or participate in workgroups, representing the unit and division. Serve as a backup to the unit manager. Keep Continuity of Operations (COOP) plans updated. Maintain essential branch functions during crises.

Actively participate and/or support the agency's obligations for disaster response and/or recovery or COOP activation, which may require alternate shift patterns and/or locations. Develop staff to participate in external disaster response.


Knowledge Skills Abilities:
Knowledge of generally accepted accounting principles and procedures
Knowledge of and ability to comply with policies regarding cash handling and deposit processes
Working knowledge of USAS and CAPPS 9.2
Knowledge of Federal and State laws affecting revenue collection for agency services
