Position Overview: As the Program Manager (Division Administrator), you will act as the primary liaison for the Federal Highway Administration (FHWA) with the State Highway Department, overseeing the comprehensive Federal-aid Highway Program within the state.
Key Responsibilities:
- Provide strategic leadership and direction to state and local officials in identifying surface transportation requirements and aligning them with national transportation program objectives.
- Establish and prioritize objectives, goals, and timelines for the Division Office.
- Ensure compliance with federal and state regulations while managing the allocation of federal funds.
- Lead oversight initiatives and stewardship functions based on annual risk assessments of the state’s Federal-aid program, ensuring fiscal accountability and adherence to financial management policies.
Candidate Profile: The ideal candidate will possess extensive experience in Federal Highway Administration operations, particularly in Federal-Aid or Federal Lands Highway management and leadership.
Employment Conditions:

Additional Requirements:

Knowledge, Skills, and Abilities (KSAs): Candidates will be evaluated based on their knowledge and competencies in:
- Administration and Management: Proficiency in planning, coordinating, and executing business functions and resource allocation.
- Compliance: Understanding of procedures for assessing and monitoring programs for adherence to federal laws and regulations.
- Oral Communication: Ability to effectively convey information to diverse audiences and engage in meaningful dialogue.
- Developing Others: Commitment to fostering the growth and development of team members through feedback and learning opportunities.
