Employment and Training Contract Specialist

About the Role
We are seeking a highly skilled Employment and Training Contract Specialist to join our team at DelDOT. As a key member of our team, you will be responsible for monitoring provisions of the Purchase of Care Contract, childcare certificates, federal and state laws, rules and regulations.
Key Responsibilities
- Negotiate and develop cost reimbursement and performance contracts with outside contractors and the Division of Employment and Training.
- Act as technical advisor to subcontractors during contract period, identifying managerial and operational problems, developing corrective action plans, and providing interpretation of laws, guidelines, and policies.
- Monitor and evaluate contract management effectiveness through on-site review and analysis of subcontractor performance and operations.
- Initiate and/or participate in the development of unit/program policy and procedure and long-range planning goals and objectives.
- Determine flow of funds to subcontractors based on analysis of statistical and fiscal reports, determine advance amounts, approve/disallow payments.
- Make individual and/or group oral and written presentations to special interest groups, participate on related committees and task forces.
- Perform special projects individually or as part of a work group, such as conversion of the unit's manual system to an automated system, development of new policies, procedures and forms, and development of EEO compliance guidelines.
Requirements
- Six months experience in planning, developing, implementing, and evaluating employment and training programs.
- Six months experience in budget management and control, including managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue.
- Six months experience in contract management and control, including ensuring compliance with terms of contracts, negotiating changes to existing contracts.
- Six months experience in interpreting employment and training program laws, rules, regulations, policies, and procedures.
- Six months experience in narrative report writing.
