Overview

Under supervision, this role involves performing skilled manual tasks related to the repair and upkeep of plant process control apparatus, power distribution networks, and communication systems, including telemetry. The position also entails overseeing the work of assigned Electrical Instrument and Testing Mechanics.

Key Responsibilities

The following functions are essential and represent core responsibilities common to this classification. They are not intended to be an exhaustive list of all duties for any one position.

Provides first-line supervision to assigned Electrical Instrument and Testing Mechanics. Plans, organizes, directs, and evaluates the work of subordinates according to established guidelines, standards, and specifications. Estimates materials and labor needed for work assignments; orders necessary materials, supplies, tools, and equipment, while maintaining accurate records of time spent on tasks. Executes skilled tasks in the repair, calibration, commissioning, configuration, testing, and maintenance of process instrumentation. Employs various testing equipment to analyze and troubleshoot power distribution, process control, and communication systems. Repairs and calibrates a range of instruments or analyzers used for measuring parameters such as water levels, temperature, flow rates, pH, and air quality. Maintains and repairs equipment used for signal transmission and reception in plant process control. Ensures the upkeep of measurement sensing units. Troubleshoots, repairs, and maintains protective relays and portable communication devices. Assesses breakdown voltage characteristics on insulators, cables, and other circuit components. Utilizes hand tools and equipment essential for detailed work in this trade.

Additional Responsibilities

Responsible for the custody and maintenance of all tools and equipment utilized in electrical instrument repair and testing. Performs other related duties as assigned.

Working Conditions

Typical duties involve exposure to industrial equipment and operations, including working near mechanical equipment and in noisy environments. Responsibilities may also include working close to construction activities, in various weather conditions, and in confined spaces or at heights. There may be contact with hazardous materials and exposure to unpleasant odors. Some positions may require operating a District vehicle.

Desired Knowledge, Skills, and Abilities

Extensive knowledge of operating and repair procedures for a variety of electric, electronic, or mechanical process instrumentation, including fiber optics and radio communication devices. Proficient in testing and calibrating equipment and relays for power distribution systems. Strong understanding of occupational hazards and safety precautions associated with the work, particularly regarding low, medium, and high voltage equipment. Competence in using computers for equipment configuration, maintaining databases, and documenting work performed and materials used, as well as for record keeping and report preparation. Skilled in the repair and calibration of process instrumentation and automated systems, including programmable logic controllers (PLCs). Proficient in the use and maintenance of tools and equipment relevant to the trade. Ability to communicate effectively both orally and in writing for the dissemination of information and instructions.

Minimum Qualifications

Graduation from a standard senior high school or equivalent, along with five years of experience in the repair and calibration of electronic process instrumentation.

Substitution Policy

Additional experience may substitute for the required education on a year-for-year basis. Each completed course or recognized formal training program in process instrumentation may substitute for four months of the required experience. Completion of two years of college-level coursework in process instrumentation at a recognized institution may substitute for two years of experience.

Promotional Requirements

One year of service with the District as an Electrical Instrument and Testing Mechanic. Civil service status in that classification.
