Position Overview
This role is situated within the Bonneville Power Administration, specifically in the Market Analysis & CAISO Settlements (PTMA) division of Market Analysis and Pricing (PTM).

Objective
The primary aim of this position is to function as a Settlements Analyst, responsible for verifying settlement values and constructing shadow settlements, while also managing disputes with the California Independent System Operator (CAISO) or BPA customers.

Key Responsibilities
As a Public Utilities Specialist (Settlement Analyst), your duties will include:

  • Monitoring message logs and job scheduling tasks to confirm the successful daily loading of CAISO data.
  • Reviewing daily CAISO settlement transactions to ensure the accuracy of charge codes.
  • Collaborating with scheduling, billing, and after-the-fact teams to collect accurate data related to CAISO transactions.
  • Compiling and assessing data from various systems to validate CAISO settlement calculations.
  • Validating system-generated shadow settlements and comparing them with CAISO settlement calculations.
  • Identifying and managing discrepancies in CAISO charges for BPA resources participating in CAISO markets.
  • Gathering and investigating relevant data to validate CAISO discrepancies.
  • Proposing modifications to existing settlement processes to enhance efficiency across various settlement functions.
  • Participating in user acceptance testing, utilizing your experience and understanding of shadow settlement calculations.
  • Preparing a work plan to estimate timelines and tasks necessary for project completion.

Qualifications
To qualify for this position, candidates must demonstrate specialized experience equivalent to the next lower grade level in the Federal service. This includes:

  • GS-11: Experience in utilizing automated systems for retrieving, reconciling, or validating transactional data, and conducting research or quantitative analysis to identify and resolve discrepancies in market transactions such as settlements, contracts, invoices, or billing. Experience in an Energy Imbalance Market is preferred.
  • GS-12: Experience in using automated systems for data management, conducting research or quantitative analysis, and validating market settlement transactions within the electric power industry or utility organizations. Experience with the California Independent System Operator Energy Imbalance Market is preferred.

Education
Education may substitute for specialized experience as follows: three years of progressively higher-level graduate education leading to a Ph.D. degree, or a Ph.D. or equivalent doctoral degree, demonstrating the necessary knowledge, skills, and abilities for the role.
