Job Summary

We are seeking a highly skilled and motivated Right of Way Specialist to join our team at the State of Missouri. As a Right of Way Specialist, you will be responsible for negotiating with property owners and tenants to acquire the necessary property and property rights for highway projects. You will also be responsible for conducting relocation assistance and payment program activities, preparing legal documents, and representing the department in mediation sessions.

Key Responsibilities
  • Negotiate with property owners and tenants to acquire property and property rights needed for highway projects
  • Conduct relocation assistance and payment program activities, including presenting offers to property owners and tenants, explaining the program, and assisting individuals, families, or businesses in relocation
  • Prepare legal documents, such as escrow agreements and affidavits, necessary to complete the acquisition process and obtain clear title for each assigned tract of property
  • Represent the department in mediation sessions and prepare condemnation petitions in the event of eminent domain proceedings
  • Research and prepare legal descriptions for land and property rights needed for highway projects and properties sold or leased
  • Prepare conveyance documents and receive requests to purchase or lease state-owned real estate
  • Prepare advertisements and conduct sealed bid sales or leases of excess lands or improvements
  • Review right of way plans for accuracy and adequacy for project activity
Requirements
  • Bachelor's degree in Real Estate, Finance, Economics, Business Administration, Public Administration, or related field
  • Excellent communication and negotiation skills
  • Ability to work independently and as part of a team
  • Strong analytical and problem-solving skills
  • Ability to travel statewide, occasionally overnight
