Position Overview

This role is situated within a State or Area Office under the USDA/Rural Development (RD) framework. It is a developmental opportunity aimed at equipping the incumbent with the necessary skills and experience for future advancement to a more senior Loan Specialist role.

Note: This position may qualify for hiring incentives.

Eligibility

This position is open to:
  • Career transition candidates (CTAP, ICTAP, RPL) - Federal employees classified as 'surplus' or 'displaced'.
  • The general public - U.S. Citizens and Nationals.
Agency Clarification

Open to all U.S. Citizens, including those with Veterans Preference and those eligible under ICTAP, CTAP, and RPL.

Key Responsibilities
  • Assist in evaluating financial and credit documentation to determine eligibility, feasibility, and creditworthiness for program applications.
  • Review files for completeness and adherence to all regulatory requirements prior to loan closure.
  • Engage with other lenders and prospective borrowers to clarify Rural Development programs and their prerequisites.
  • Prepare conditional commitments, funding notifications, and certificates of eligibility.
Employment Conditions

  • Subject to satisfactory completion of a background investigation and/or fingerprint check.
  • Successful completion of a one-year probationary period, unless previously served.
  • Direct Deposit is mandatory for all Federal employees.
  • Must successfully pass the E-Verify employment verification check.
Qualifications

Applicants must meet all qualifications and eligibility requirements by the announcement cut-off dates, including specialized experience and/or education as defined below.

GS-5 Level: Candidates must have three years of general experience, with at least one year equivalent to the GS-4 level in Federal service, involving loan making and/or servicing duties, or possess a Bachelor's degree in a relevant field such as finance, business administration, or economics. OR 4 full years of progressively higher-level education leading to such a degree. OR An equivalent combination of education and experience.

GS-7 Level: Candidates must have one year of specialized experience equivalent to at least the GS-05 level, demonstrating knowledge of loan examination and servicing principles, or possess one full year of graduate-level education. OR A Bachelor's degree with Superior Academic Achievement (SAA). Equivalent combinations of education and experience are qualifying for this grade level.

Additional Information

To be eligible for this position, candidates must be cleared to start once the results of the background check and other required documentation have been reviewed and deemed satisfactory.
