Job Summary:

The Communications Manager is responsible for overseeing the Commuter Rail Network's communications hardware and software, ensuring operational and administrative purposes are met. This role involves inspecting, testing, and maintaining systemwide communications equipment and infrastructure, including radios, WiMAX networks, CCTV, Emergency Telephones, and Public Address Variable Messaging Systems.

Key Responsibilities:

  • Develop and implement the PTC Safety Plan for the Communications Segment, ensuring compliance with safety rules and regulations.
  • Administer Configuration Management and Software Management Control Plans as the Product Line Guardian for the Communications System.
  • Lead safety activities required by the DTO System Safety Program Plan (SSPP), ensuring diligent application of safety rules and procedures.
  • Develop and sustain plans for the inspection, testing, maintenance, and lifecycle renewals of commuter rail communications equipment.
  • Oversee testing and repair of faulty equipment, applying knowledge of electronic units and systems to diagnose malfunctions.
  • Maintain appropriate staffing levels and train technicians as needed.
  • Direct technological research, studying organization goals, strategies, and user projects.
  • Verify application results through system audits.
  • Achieve financial objectives by forecasting requirements, preparing an annual business plan, and analyzing variances.
  • Maintain quality service by establishing and enforcing organization standards.
  • Stay up-to-date with professional knowledge by attending educational workshops and reviewing publications.
  • Produce reports as required.

Requirements:

  • Bachelor's Degree in Telecommunications or equivalent experience.
  • 5 years of experience in operating systems, application software, and telecommunications networks.
  • 4+ years of supervisory experience.
  • Experience with PTC systems architecture and inspection, testing, and maintenance of telecommunications networks.
  • Strong written and verbal communication skills and analytical problem-solving ability.
  • Enterprise Asset Management administration experience and knowledge of railroad operating practices.
  • Ability to work 24/7, including alternate shifts and days, and pass a pre-employment background check.
