Job Summary

The City of Reno is seeking a highly skilled Benefits Manager to oversee the administration of all benefit programs for employees and retirees. This is a critical role that requires strong analytical and communication skills, as well as the ability to work effectively with various stakeholders.

Key Responsibilities
  • Plan, manage, and administer the City's health and life benefit program, including multiple benefit eligibility classifications.
  • Oversee and manage the City's annual open enrollment period, including the distribution of materials and communication with employees.
  • Collaborate with the Benefits Broker to negotiate and secure contracts for benefits.
  • Develop and oversee the City's wellness initiative, including budget development and administration of programs.
  • Lead the Employee Insurance Advisory Committee (EIAC) and coordinate training for other HR team members.
  • Participate in the preparation and development of the benefit budget and maintain expenditure controls.
  • Respond to complex benefit inquiries and complaints, ensuring quick and equitable resolution.
  • Develop and deliver employee educational opportunities to promote understanding of benefit programs.
  • Administer COBRA for the City and oversee FMLA, long-term disability, leave without pay, and leave of absence requests.
  • Ensure the HRIS system provides accurate functionality for benefits administration.
  • Assist in labor contract negotiations and perform analyses of labor benefit requests.
Requirements
  • Bachelor's Degree in Human Resources, Industrial Relations, Public Administration, Business Administration, or a closely related field.
  • Five years of increasingly responsible administrative and professional analytical experience involving benefit administration.
  • Possession of an appropriate, valid driver's license.
Working Environment

The Benefits Manager will work in a standard office setting with some travel to different sites and locations. The position requires sufficient physical ability and mobility to work in an office setting and to travel to other locations using various modes of private and commercial transportation.
