About the Role

We are seeking a highly skilled and experienced Executive Director of Contracts and Procurement to join our team at General Dynamics - Ordnance and Tactical Systems. As a key member of our organization, you will be responsible for leading our contracts administration function and overseeing the preparation and administration of bids, proposals, negotiations, and contracts.

Key Responsibilities
  • Direct all activities in the organization's contracts administration function
  • Oversee the preparation and administration of bids, proposals, negotiations, and contracts that follow company policies and legal requirements
  • Direct the contracts administration staff and guide compliance with complex contractual and regulatory requirements
  • Manage and develop policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals
  • Have deep knowledge of the contract life cycle, types of contracts, and applicable government regulations
  • Provide strategies on the negotiation of complex or high-value contracts
  • Lead and direct the work of other employees and have responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & Senior Leadership
Requirements
  • Associate's Degree or equivalent combination of relevant education and/or experience
  • 12-15 years' experience in a relevant function
  • Bachelor's degree in Business or relevant degree preferred
  • Experience within the defense industry preferred
  • Preferred professional procurement/contracting certifications at the state or national levels, such as certifications offered by NCMA, CFCM, CPCM
  • Government contracts experience preferred
Working Knowledge
  • Associated platforms, strategic and tactical systems, and military munitions/platform interface requirements
Knowledge, Skills & Abilities
  • Possesses and applies a broad knowledge of concepts, principles, practices and procedures of specialization to the completion of difficult assignments
  • Strong computer skills, administrative data control, scheduling and team interface
  • Must be able to manage quickly changing priorities while meeting deadlines
  • Strong written, digital and verbal communication skills in both an individual and team environment
  • Looks for ways to improve and promote quality
  • Must be able to possess strong, planning, execution and multitasking skills and have demonstrated ability to reprioritize on the fly
  • Works within the highest level of integrity, ethics and safety
  • Decisions are guided by policy, procedures and business plan
