Key Responsibilities:

  • Develop comprehensive documentation for research, development, and acquisition management systems, including Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS), and Acquisition Program Baselines (APB).
  • Collect and evaluate metrics and requirements from supported entities.
  • Formulate elements of program acquisition strategies.
  • Conduct market research and support related activities.
  • Maintain up-to-date program information and organize data for management decision-making.
  • Prepare detailed reports and presentations on program status, policies, and procedures to support acquisition milestones.
  • Assist in cost/benefit analyses.
  • Evaluate program effectiveness and efficiency, providing recommendations for operational improvements.
  • Respond to data inquiries regarding program policies and procedures.
  • Monitor compliance with established policies and procedures.
  • Oversee program budget preparation and financial execution, addressing deviations and prioritizing unfunded needs as necessary.
  • Coordinate program information with relevant personnel.
  • Interpret regulations and directives to assess their impact on programs.
  • Identify requirements and establish goals to fulfill program missions, ensuring alignment with government counterparts.
  • Investigate methods to eliminate production bottlenecks and support government partners in resolving program challenges.
  • Manage resource allocation based on program needs.

Required Qualifications:

  • Citizenship: Must be a US citizen.
  • Clearance: Must possess and maintain a TS clearance with SCI eligibility.
  • Certifications: DAWIA Advanced (formerly Level III) Equivalency in Program Management, Engineering & Technical Management, or Test & Evaluation (T&E).
  • Education: Bachelor of Science degree in Acquisition, Business, or a related field.
  • Experience: Minimum of 12 years in Federal Government acquisition projects, demonstrating expert-level knowledge in DoD Program Management, particularly in fixed-wing aircraft development, production, operational testing, maintenance, and sustainment.
  • Proven experience in cross-portfolio coordination and stakeholder management.
  • Experience in budget preparation and execution briefings for DoD acquisition programs.
  • Proficient in Microsoft Office Suite and project management software.

Preferred Qualifications:

  • Master's degree in business or acquisition with 10 years of experience in DoD acquisition projects.
  • Familiarity with SOF-specific acquisition processes is advantageous.
