About the Position

Hennepin County's Department of Broadband & Digital Inclusion is seeking a highly skilled Policy and Partnerships Manager to lead our team in managing, coordinating, and implementing various policy and partnerships functions.

Key Responsibilities
  • Manage and coordinate departmental administrative functions, including implementing and sustaining connectivity programs.
  • Represent the department on committees and task forces, and liaise between the department and external departments and organizations.
  • Create and implement systems to manage relationships with community-based organizations, Internet providers, faith-based groups, multifamily property owners, and technology industry players.
  • Supervise and direct the work of up to two administrative staff members and evaluate their performance.
  • Develop, manage, and staff community events throughout the county, identifying and coordinating engagement, contributions, and sponsorships to support department objectives.
  • Support and develop policies for county board action, monitor proposed bills and regulations, and lead large-scale projects focused on empowering communities to shape their broadband future and foster stronger digital equity ecosystems.
Requirements
  • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position, and four years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

Preferred Qualifications
  • Experience with supervising and directing the work of other staff, assisting with budget analysis and preparation, and using Microsoft Office Suite and/or other similar applications to create reports, spreadsheets, presentations, etc.
  • Ability to establish and maintain effective working relationships with internal and external customers, investigate and resolve complaints, read and interpret policies, procedures, laws, and regulations, and advance equity and reduce disparities in the community.
