Key Responsibilities

  • Offer legal guidance to the General Counsel and Deputy General Counsel on all legal issues pertinent to the Gateway Program.
  • Oversee the legal department and manage a team of attorneys and support personnel.
  • Identify and assess legal challenges, formulate legal strategies, and provide counsel to executive management.
  • Draft and evaluate legal documents, including contracts, agreements, policies, and regulations.
  • Ensure compliance with relevant laws and regulations, particularly those related to the Commission's enabling legislation and existing corporate policies.
  • Collaborate with external legal counsel as needed to address legal matters.
  • Advise senior leadership on legal issues and provide insights on risk management.
  • Conduct legal research and deliver legal opinions to senior management on intricate legal matters.
  • Assist in the formulation and execution of corporate policies and procedures.

Qualifications

  • Juris Doctor (J.D.) degree from an accredited law institution with outstanding academic credentials. Must be licensed to practice law in New Jersey and/or New York.
  • A minimum of 5 years of pertinent legal experience, particularly in handling complex transactions, including drafting and negotiating intricate business contracts under New Jersey and/or New York law. Experience in resolving claims, protests, and litigation is essential.
  • Familiarity with federal and state laws, regulations, and standards.
  • Strong legal research, writing, and analytical capabilities.
  • Exceptional communication, interpersonal, and leadership abilities.
  • Capacity to work autonomously as well as collaboratively within a team.
  • Knowledge of the transportation sector or public service is advantageous.

Project Overview

The Gateway Program represents a critical infrastructure initiative aimed at enhancing rail services for commuters and intercity travel, while also adding necessary resilience and, in later phases, expanding capacity between Newark, New Jersey, and New York City, the busiest segment of the Northeast Corridor (NEC). The NEC, stretching from Boston, Massachusetts, to Washington, D.C., is the nation's most heavily trafficked rail corridor, supporting a region that contributes 20% of the Gross National Product. The 10-mile section of the NEC involved in the Gateway Program accommodates over 200,000 daily passenger trips on approximately 450 trains under normal conditions, serving as a vital transportation artery.

The initial phase of the Gateway Program encompasses the Hudson Tunnel Project, which entails constructing a new two-track tunnel beneath the Hudson River linking to Penn Station New York, alongside the comprehensive rehabilitation of the existing North River Tunnel, which has been in operation for over a century. This project aims to enhance operational flexibility, provide redundancy in the rail network, and bolster resilience against future disruptions to the Hudson River rail crossing. Environmental reviews for this project have been completed.
