We are seeking a highly skilled Construction Contract Specialist to join our team at 22nd Century Technologies. The successful candidate will be responsible for performing pre-award and post-award functions related to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies, services, and construction projects.

Key Responsibilities
  • Assist technical specialists in preparing contractually acceptable specifications, work statements, and quality assurance criteria.
  • Analyze and evaluate cost and pricing data to determine cost or price reasonableness.
  • Resolve pricing discrepancies and counsel small and disadvantaged business firms on opportunities and procedures for obtaining contracts.
  • Develop and recommend the most suitable type of contract and incentive structure for use by the Purchasing and Facilities Departments.
  • Place cooperative purchases against State Contracts and Cooperative and intergovernmental agencies; advise user departments of available contracts.
  • Conduct vendor interviews, including negotiations and conflict resolution, and serve as liaison between user departments and vendors.
  • Ensure compliance with competitive bidding laws, state purchasing laws, purchasing policy, and procedure; consult with departments on commodity and service requirements.
  • Advise and assist user departments in development and preparation of specifications.
Requirements
  • An associate's degree from an accredited educational institution.
  • At least two years of specialized experience at or equivalent to the Client-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience should demonstrate the essential job functions listed above.

  • A bachelor's degree from an accredited educational institution.
  • At least four years of specialized experience at or equivalent to the Client-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Knowledge, Skills, and Abilities
  • Knowledge of Alamo Colleges District's purchasing policies and Texas competitive bidding laws.
  • General office practices, business English, correspondence forms, proofreading, telephone etiquette.
  • Microsoft Office applications, including proficiency in Excel.
  • Keyboarding, automated financial and purchase order systems, proofreading, and organizing.
  • Communication (verbal and written), interpersonal relations, and customer service.
  • Maintaining confidentiality and prioritizing work.
Physical Requirements

Work is usually performed in an office environment with no exposure to hazardous conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting, or carrying lightweight objects (under 20 lbs.) may be required.
