Position Overview- The Virginia Department of Social Services (VDSS) is a prominent agency within the Commonwealth, collaborating with 120 local social service departments, alongside faith-based and non-profit entities, to enhance the welfare of families and children across the state. Our dedicated team of nearly 13,000 professionals in human services strives to ensure that Virginia's most vulnerable populations receive access to essential services and benefits. The Clarke County Department of Social Services plays a vital role in this network, serving as the primary resource for public assistance, child welfare, and adult services for the community.

The Clarke County Department of Social Services is looking to fill a role within the Child & Family Services Unit. The chosen candidate will be tasked with initiating family assessments and investigations regarding suspected abuse or neglect of children, evaluating the safety and risk factors involved, and conducting relevant casework throughout the process. With manageable caseloads, the Family Services Specialist will focus on providing direct support to families, children, and adults. The Family Services Specialist I position is an entry-level role, where the selected individual will receive training in child welfare under the direct supervision of the Family Services Supervisor and mentorship from experienced staff. Extensive training, both virtual and in-person, will be provided prior to the assignment of caseloads. The Family Services Specialist I is differentiated from the Family Services Specialist II by the latter's ability to operate more autonomously as a fully proficient Family Services Specialist. This role allows for limited hybrid telework after the successful completion of six months of employment with the agency.

Position Responsibilities- This role encompasses the full performance level within the Family Services occupational group. Responsibilities include the development and execution of tailored service plans utilizing casework methodologies in Employment Services and Child Care, as well as managing basic service level caseloads in Adult/Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Employees may provide services across various program areas or specialize in specific domains. Typically, employees will perform all tasks independently, seeking supervisory guidance only in unusual circumstances or when policies necessitate supervisory involvement. The Family Services Specialist II is distinguished from the Family Services Specialist III by the latter's advanced functioning and specialization in program areas, taking on more complex responsibilities such as interviewing and investigating cases of suspected abuse or neglect, managing out-of-home placements, guardianships, emergency protective orders, and adoptions.

Key Responsibilities Include:

· Interpreting laws, policies, and regulations relevant to the assigned responsibilities

· Monitoring, coordinating, and administering specific programs as designated

· Coordinating services within the assigned area of responsibility

· Conducting interviews and assessing client needs and relevant factors, including education, skills, abilities, interests, and support systems

· Informing clients about related service programs, rules, regulations, and their rights to participate

· Presenting cases to determine appropriate services and drafting/implementing service plans

· Providing case management services to ensure compliance

· Tracking expenditures, preparing and submitting budget estimates, and ensuring payment for services

· Completing necessary federal, state, and local planning and reporting requirements

· Collaborating with other agencies and participating in multi-disciplinary and interagency teams to provide services to clients

· Conducting overall monitoring of programs within the assigned area of responsibility

· Serving as a resource for clients and the community

· Providing after-hours on-call coverage and responding to emergencies in child/adult protective services and/or foster care

· Emergency Response & Shelter Duty – When initiated by agency leadership, must be willing to work in community emergency shelters

Knowledge, Skills, and Abilities Required:

Knowledge- Some understanding of social work principles and practices; human behavior and motivational theories; and social, economic, and health challenges. Skills- Proficiency in operating a motor vehicle and personal computer with relevant software. Abilities- Demonstrated capacity to communicate effectively both orally and in writing; interview, assess needs, counsel, and refer clients to additional resources as necessary; develop and implement service plans to ensure the delivery of appropriate services; make sound judgments within the framework of existing laws, policies, and regulations; respond to clients' emotions to achieve service objectives; plan and manage personal work activities, including service delivery, report preparation, and record-keeping responsibilities; establish and maintain effective relationships; and stay informed about current trends and developments in the social work field. Minimum Qualifications: A bachelor's degree in a Human Services field or a bachelor's degree in any field with at least two years of relevant experience in a Human Services area as mandated by the Virginia Board of Social Services. Preferred Qualifications:

· Knowledge of social work principles and practices, human behavior, and motivational theories, as well as social, economic, and health challenges.

· Experience providing case management services to ensure compliance.

· Proficiency in operating a motor vehicle and holding a valid Virginia Driver's License.

· Competence in using personal computers with associated software, preferably Microsoft Office.

· Previous experience working with social work principles and practices.

· Familiarity with state-associated database programs and software.

· Understanding of laws, policies, and regulations related to human services program areas and legal procedures.

· Ability to communicate effectively both orally and in writing.

· Capability to manage multiple tasks and prioritize work assignments.

· Ability to establish and maintain effective relationships and stay informed about current trends and developments in the social work field.

· Capacity to plan and manage personal work activities, including service delivery, report preparation, and record-keeping responsibilities.

· Proven ability to interview, assess needs, counsel, and refer clients to additional resources.

· Demonstrated ability to develop and implement service plans to ensure the delivery of appropriate services.

· Ability to analyze case information to make sound judgments within the framework of existing laws, policies, and regulations.
