Job Summary

The Program Manager, Vocational Rehabilitation and Youth Services, leads the strategic development and growth of vocational rehabilitation programs, including Pre-ETS and Youth Services, with a focus on improving employment opportunities for disadvantaged individuals and those with disabilities.

Key Responsibilities
  • Strategic Program Leadership
    • Develop and implement innovative strategies to enhance service delivery, increase program reach, and improve client outcomes.
    • Set long-term goals, objectives, and performance metrics to monitor and evaluate program success.
    • Identify opportunities for program expansion and the development of new services that address emerging needs in the vocational rehabilitation field.
  • Client Services
    • Oversee the delivery of vocational rehabilitation services, including assessments, counseling, job placement, and follow-up services.
    • Ensure individualized service plans are developed to meet the specific needs of clients, supporting their successful transition to meaningful employment.
    • Provide guidance and career support services to students, employers, faculty, and staff, ensuring alignment with program goals.
  • Staff Management
    • Recruit, train, and supervise vocational rehabilitation staff, including VR counselors, case managers, and support staff.
    • Provide leadership and direction to staff, encouraging professional development and fostering a collaborative team environment.
  • Partnership Development
    • Establish and maintain relationships with employers, community organizations, government agencies, and educational institutions to create employment opportunities for clients.
    • Collaborate with external stakeholders to enhance the scope and effectiveness of the program, ensuring alignment with strategic goals.
  • Budget and Reporting
    • Manage program budgets, ensuring financial sustainability and responsible use of resources.
    • Provide comprehensive reporting to senior leadership and funding agencies, detailing program activities, outcomes, and financial performance.
  • Compliance and Quality Assurance
    • Ensure that all program operations comply with federal, state, and local laws and regulations.
    • Monitor and evaluate the effectiveness of rehabilitation services, driving continuous improvement initiatives to enhance program quality.
Requirements
  • Education and Experience
    • Bachelor's degree in Rehabilitation Counseling, Social Work, Human Services, Education, or a related field.
    • A minimum of 4 years of experience in vocational rehabilitation, disability services, or program development.
    • Certification as a Rehabilitation Counselor (CRC) or similar is preferred.
  • Skills and Abilities
    • Proven leadership in driving strategic program development and growth within a vocational rehabilitation or similar setting.
    • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse populations.
    • In-depth knowledge of disability laws, vocational rehabilitation best practices, and employment services.
