Position Objective and Summary:
Under the guidance of the Associate Vice President of Foster Care Services, the Supervisor is responsible for leading and managing a team of social work and case management professionals to evaluate the needs of youth and implement services in alignment with organizational policies and procedures.
Requirements
Essential Functions and Responsibilities:
Service Delivery Oversight
- Reviews, revises, and authorizes all written evaluations, service strategies, and reports for youth under the team's care to ensure relevance, precision, and promptness.
- Engages with case managers to guarantee resolution of critical incidents, significant occurrences, placement challenges, and other urgent situations.
- Provides regular individual reflective supervision to case managers to ensure the needs of youth, biological families, and foster families are addressed in accordance with best practice standards and organizational policies.
- Monitors the accuracy and completeness of case documentation consistently.
- Oversees the management of medication logs and documentation for out-of-placement situations.
- Ensures all data entry is thorough, precise, and updated in relevant systems as mandated by program standards.
- Makes essential case decisions regarding safety, risk, suitable placements, permanency options, and family interactions.
- Guides case managers in developing casework strategies and decisions based on clinically sound, best practice, and ethical standards.
- Possesses a comprehensive understanding of trauma-informed care to effectively support youth and families.
- Provides clinical case consultation and guidance on intervention strategies and problem-solving.
- Directs case managers during crises to minimize trauma for youth and support the case manager and family.
- When necessary, offers clinically appropriate individual, family, or group interventions to assist case managers.
- Utilizes specialized knowledge in developing case plans and intervention strategies.
- Understands mental health diagnoses of youth and families and aids case managers in planning services that meet those needs.
- Considers cultural factors impacting youth and families and addresses them proficiently to provide necessary services.
- Orientates and trains new employees in accordance with program and departmental guidelines to ensure readiness for their roles.
- Establishes and assesses clear and collaborative performance objectives for team members.
- Promotes employee growth by supporting training opportunities, assigning challenging tasks, and delegating responsibilities appropriately.
- Coaches and mentors employees in alignment with their interests and career aspirations.
- Provides timely and constructive feedback to employees regarding areas for improvement in performance.
- Acknowledges and rewards employee contributions and initiative.
- Completes meaningful Annual Performance Reviews for all team members in a timely manner.
- Plans for intake levels, staffing adjustments, and caseload requirements to ensure program needs are met.
- Collaborates closely with the foster care intake team, clinical, and nursing teams to provide comprehensive support to youth and families.
- Maintains current knowledge and serves as a resource for staff on updated policies and legal requirements for service delivery and documentation.
- Clarifies organizational procedures to employees to assist them in utilizing all available resources for clients.
- Applies clinical and population-specific knowledge to develop and deliver appropriate services and programming for clients.
- Accurately completes all required reports and documentation for regulatory bodies.
- Ensures adherence to Crisis Management protocols within the department.
- Manages team expenditures in accordance with financial procedures for approvals and reimbursements.
- Oversees employee performance management following HR procedures and documentation requirements.
- Adheres to all applicable regulatory standards, including but not limited to COA standards and licensing regulations.
- Contributes to program evaluation and Continuous Quality Improvement measures regarding service quality and outcomes.
- Models accountability, quality, and compliance for the team.
- Engages in Continuous Quality Improvement initiatives and corrective plans.
- Recommends policy and procedural changes to enhance service delivery and compliance.
- Fosters strong interpersonal relationships within the team.
- Facilitates regular and effective team meetings, encouraging participation from all members.
- Clearly defines roles and responsibilities for each team member.
- Delegates tasks effectively while considering individual skills and workloads.

- Performs additional related tasks as assigned.
- MSW or MS/MA in Human Services and 5 years of experience in child welfare casework.
- Illinois Licensed Child Welfare Employee.
- Five years of supervisory experience.
- LCPC or LCSW preferred.
- Respectful of cultural and socioeconomic diversity and competent in working with a varied population.
- Strong verbal and written communication skills.
- Ability to work independently and as part of a cohesive team.
- Proficient in using computers for data entry and report writing.
- Valid Illinois driver's license and access to a vehicle required.
Work Environment: This position requires occasional direct in-home contact with youth and families.
