Overview

GENERAL PURPOSE
This position involves performing a range of unskilled and semi-skilled maintenance tasks, operating various equipment related to the construction, operation, repair, maintenance, and replacement of municipal water supply, treatment, or distribution facilities and systems. Additionally, the role includes semi-skilled technical and maintenance work associated with the operation, maintenance, and repair of wastewater treatment and collection facilities and systems.

SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Water/Wastewater Supervisor. No supervisory responsibilities are assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Conducts inspections and repairs on chlorination supply and other water treatment apparatus, pumping stations, reservoirs, wells, meters, and other components of the water supply and distribution systems to ensure optimal functionality.
- Performs routine inspections and preventive maintenance on assigned equipment, reporting defects or required repairs to the supervisor; cleans equipment as necessary.
- Adheres to safety, security, and industry standards in all duties performed.
- Engages in labor for construction and maintenance projects as part of a team, including pavement cutting, ditch digging, line cleaning, main and pipe repairs, and backfilling.
- Conducts ground maintenance and makes water service connections to water mains, including line tapping and valve installation.
- Cuts, fits, lays, repairs, taps, cleans, and flushes water mains, pipes, gates, and fittings during the repair and installation of services, fire hydrants, and drinking fountains; assists in isolating broken sections of water mains.
- Services water supply and other pumps; flushes hydrants and cleans reservoirs.
- Records statistical data regarding wastewater treatment plant operations; maintains, operates, repairs, and replaces equipment as needed; cleans basins and sludge drying beds.
- Operates, maintains, and repairs malfunctions at the wastewater treatment facility; addresses issues with gauges, pumps, filters, and other controls and equipment.
- Operates and maintains wastewater pump stations; cleans wet wells and manages pumps and valves to regulate flow and treatment processes.
- Assists with the operation of wastewater treatment processes.
- Traverses assigned routes to take meter readings; records data for utility billing or related actions; notes any unusual changes in consumption or malfunctions such as leaks or damaged meters.
- Participates in on-call rotation for emergency situations.

PERIPHERAL DUTIES
- Operates trucks of various sizes for loading, hauling, and unloading equipment, gravel, and sand.
- Utilizes light and medium-sized construction and power equipment, such as mechanized brooms or backhoe/loaders.
- Monitors the performance of electrical systems, circuits, or equipment at treatment plants.
- Assists with inventory management of parts and supplies.

MINIMUM EDUCATION & EXPERIENCE
High school graduation or GED equivalent, with two (2) years of experience in construction, maintenance, or repair. Any equivalent combination of education and experience sufficient to successfully perform the essential functions of the job may be considered.

KNOWLEDGE, ABILITIES & SKILLS
  • Knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities.

  • Ability to perform heavy manual tasks for extended periods.
  • Ability to work safely and perform basic mathematical calculations.
  • Effective verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with colleagues, other departments, and the public.
  • Ability to understand and execute written and oral instructions.

  • Skills in operating listed tools and equipment.

SPECIAL REQUIREMENTS
Valid Texas Class C Driver’s License and a valid Texas Class B Commercial Driver’s License or the ability to obtain within 90 days of employment. Must obtain TCEQ Class C Ground Water and Wastewater Treatment Operator licenses within two years of employment. Completion of Federal Emergency Management Agency (FEMA) training is required.

EQUIPMENT
Motorized vehicles and equipment, including dump trucks, pickup trucks, utility trucks, street rollers, lift trucks, skid steers, sweepers, tampers, plate compactors, saws, pumps, compressors, sanders, grinders, shredders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radios, and phones.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 250 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works in outdoor weather conditions. The employee frequently works near moving mechanical parts and is often exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and may be exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud. All employees are required to provide services for the benefit of the general public during emergency situations that threaten the safety of citizens. Employees must be able to work immediately before, during, and/or immediately after an emergency.
