Overview

GENERAL PURPOSE
This position involves performing a range of unskilled and semi-skilled maintenance tasks, operating various equipment for the construction, operation, repair, maintenance, and replacement of municipal water supply, treatment, or distribution systems. Additionally, it includes semi-skilled technical and maintenance work in the operation, maintenance, and repair of wastewater treatment and collection systems.

SUPERVISION RECEIVED AND EXERCISED
Works under the general oversight of the Water/Wastewater Supervisor. No supervisory responsibilities are assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Conduct inspections and repairs on chlorination supply and other water treatment equipment, pumping stations, reservoirs, wells, meters, and related components of the water supply and distribution systems to ensure proper functionality.
- Perform routine inspections and preventive maintenance on assigned equipment, reporting defects or necessary repairs to the supervisor; clean equipment as needed.
- Execute all tasks in accordance with safety, security, and industry standards.
- Participate in construction and maintenance projects, including pavement cutting, ditch digging, line cleaning, main and pipe repairs, and laying and backfilling.
- Carry out ground maintenance tasks.
- Make water service connections to mains, including line tapping and valve installation.
- Handle the cutting, fitting, laying, repairing, tapping, cleaning, and flushing of water mains, pipes, gates, and fittings.
- Service water supply pumps and perform flushing of hydrants and cleaning of reservoirs.
- Maintain records of statistical data related to wastewater treatment plant operations; operate, repair, and replace equipment as necessary; clean basins and sludge drying beds.
- Operate and maintain wastewater pump stations; clean wet wells and manage pumps and valves to regulate flow and treatment processes.
- Assist in the operation of wastewater treatment.
- Traverse assigned routes to take meter readings, recording data for utility billing and noting any unusual changes in consumption or malfunctions.
- Be available for on-call status for emergency situations.

PERIPHERAL DUTIES
- Drive various sizes of trucks for loading, hauling, and unloading equipment, gravel, and sand.
- Operate light and medium-sized construction and power equipment, such as mechanized brooms or backhoe/loaders.
- Monitor the performance of electrical systems, circuits, or equipment at treatment plants.
- Assist with inventory control of parts and supplies.

MINIMUM EDUCATION & EXPERIENCE
High school graduation or GED equivalent and two (2) years of experience in construction, maintenance, or repair. Any equivalent combination of education and experience sufficient to perform the essential functions of the job may be considered.

KNOWLEDGE, ABILITIES & SKILLS
  • Knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities.

  • Ability to perform heavy manual tasks for extended periods.
  • Work safely and perform basic mathematical calculations.
  • Communicate effectively, both verbally and in writing.

SPECIAL REQUIREMENTS
Valid Texas Class C Driver’s License and a valid Texas Class B Commercial Driver’s License or the ability to obtain one within 90 days of employment. Obtain TCEQ Class C Ground Water and Wastewater Treatment Operator licenses within two years of employment. Federal Emergency Management Agency (FEMA) training is also required.

EQUIPMENT
Motorized vehicles and equipment, including dump trucks, pickup trucks, utility trucks, street rollers, lift trucks, skid steers, sweepers, tampers, plate compactors, saws, pumps, compressors, sanders, grinders, shredders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radios, and phones.

WORK ENVIRONMENT

The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud. All employees are required to provide services for the benefit of the general public during emergency situations that threaten the safety of citizens.
