Program Analyst I

Olgoonik Corporation is seeking a highly skilled Program Analyst I to join our team. As a key member of our contracting team, you will be responsible for resource allocation, technical and management oversight, and high-level technical expertise.

Key Responsibilities:
  • Provide expert advice and guidance to officials on program planning, budgeting, and contract management activities.
  • Develop, recommend, and implement policies and procedures.
  • Identify operational efficiencies, risks, and achievements, and provide analysis on means to reduce risks and improve resource utilization.
  • Plan, organize, and evaluate contract actions.
  • Provide expert assistance, advice, and guidance in all aspects of program planning and contracting processes.
  • Provide expert financial and budgetary support.
  • Develop Out-Year financial plans and budget estimates for supplemental programs.
  • Draft program plans and performance reports.
  • Establish and maintain liaison and serve as the focal point for coordination and communication with appropriate offices, overseas posts, and U.S. government agencies.
Requirements:
  • High School diploma.
  • Associate's degree preferred.
  • Five (5+) years' experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization.
Preferred Qualifications:
  • Comprehensive knowledge of and experience with Federal contracting and budgeting.
  • Experience identifying complex cross-cutting areas of program requirements and needs in order to address significant organizational concerns.
  • Experience providing expert advice and preparing and presenting controversial reports on program status to senior management officials.
  • Experience applying various laws, regulations, policies, and precedents which affect the use of program and related support resources.
  • Experience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions.
Security Clearance:
  • Possess or be able to obtain/maintain a SECRET security clearance.
  • Must be a U.S. Citizen.
Work Environment:

Office environment.
