The Program Analyst I role at Olgoonik Corporation is a key position that requires a high level of expertise in resource allocation, technical oversight, and management. As a Program Analyst I, you will be responsible for providing expert advice and guidance to officials on program planning, budgeting, programming, and contract management activities.

Key Responsibilities:
  • Develop and recommend policies and procedures to ensure effective program management
  • Identify operational efficiencies, risks, and achievements, and provide analysis on means to reduce risks and improve resource utilization
  • Plan, organize, and evaluate contract actions to ensure compliance with regulations and company policies
  • Provide expert financial and budgetary support to ensure accurate and timely financial planning and reporting
  • Develop Out-Year financial plans and budget estimates for supplemental programs
  • Draft program plans and performance reports to ensure transparency and accountability
  • Establish and maintain liaison with appropriate offices, overseas posts, and U.S. government agencies to ensure effective communication and coordination
  • Draft Acquisition Plans for new contract requirements to include writing (SOWs), Independent Government Cost Estimates (IGCEs), and all other technical requirements for contracts with total value under $100,000,000
Requirements:
  • High School diploma required; Associate's degree preferred
  • Five (5+) years' experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization
  • Comprehensive knowledge of and experience with Federal contracting and budgeting
  • Experience identifying complex cross-cutting areas of program requirements and needs in order to address significant organizational concerns
  • Experience providing expert advice and preparing and presenting controversial reports on program status to senior management officials
  • Experience applying various laws, regulations, policies, and precedents which affect the use of program and related support resources
  • Experience conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions
Security Clearance:
  • Possess or be able to obtain/maintain a SECRET security clearance
  • Must be a U.S. Citizen
