Position: Business Management Specialist

Location: Remote with Onsite Requirements

Hybrid Work Model: The selected candidate will be expected to attend onsite meetings and presentations on designated days throughout the month/year.

Key Responsibilities:

The ideal candidate for the Business Management Specialist role will possess a strong background in developing Advance Planning Documents (APDs) for state and federal program administration, along with a blend of project management, communication, business analysis, and technical writing skills.

Key Responsibilities include:


• Oversee, coordinate, and draft/update APDs and related documentation necessary for planning, implementation, and operational activities in compliance with Medicare & Medicaid Services (HHS CMS) and Agriculture Food and Nutrition Service (USDA FNS) guidelines, which encompass Annual APDs, As-Needed APD Updates, Monthly Status Reports, CMS Outcomes, and State Specific Goals.


• Cultivate and sustain robust relationships with diverse teams, vendors, and stakeholders to facilitate the APD process.


• Organize and lead various meetings to support the collection, analysis, and finalization of information pertinent to the APD process.


• Stay informed on CMS HHS and USDA FNS policy updates, regulations, and standards relevant to APDs, serving as a subject matter expert.


• Educate project team members and stakeholders on compliance processes, including outcome statements and the development of metrics.


• Engage in meetings with federal partners and the Department.


• Contribute to procurement development processes as needed and monitor related progress.


• Involve in cost allocation processes as appropriate and oversee associated progress.


• Provide status updates to program leadership regarding APD development and related activities.


• Gather documentation content from business and technical personnel.


• Independently review and prepare documents for approval.


• Organize materials and complete writing assignments in accordance with agency standards for order, clarity, conciseness, style, and terminology.

Required Knowledge, Skills, and Abilities (KSAs):


• Bachelor's degree in business administration, information technology, public administration, management information systems, or a related field from an accredited institution.


At least 3 years of experience in developing advance planning documents is preferred.


• Minimum 3 years of prior experience in state government/public sector roles related to health and human services programs is preferred (e.g., Medicaid, MMIS, claims processing, eligibility, HHS analytics, SNAP, etc.).


• Proficient understanding of government regulations concerning the advance planning document writing process.


• Strong communication and follow-up abilities.


• Experience managing multiple priorities/projects, including project scope, schedules, quality, change management, and financial aspects.


• Previous experience as a business analyst or project manager.


• Exceptional written and verbal communication skills.

Education and Certifications:

Education: Bachelor's degree in business administration, information technology, public administration, management information systems, or a related field from an accredited institution.
