Job Summary

The United States Capitol Police (USCP) is seeking a Special Events Coordinator to safeguard the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. As a Special Events Coordinator, you will be responsible for coordinating special events, demonstrations, and VIP access with affected elements of the Department. You will process applications for permits that involve regulated activities on U.S. Capitol Grounds, coordinate access to VIP meetings with Members of Congress, and attend meetings regarding events on and off the capitol complex.

Key Responsibilities

Receive and process information and coordinate special events following standard procedures and approaches.
Facilitate the collection of event information through personal contact, telephone, fax, and/or email.
Disseminate information and notifications to all stakeholders involved in special events, including Department officials and members, Members of Congress, congressional staff, and members of other law enforcement agencies/organizations.
Maintain a database for planning, tracking, and reporting on special events and related activities.
Coordinate VIP visits, including the hosting, transporting, and escorting of U.S. and visiting dignitaries, including the President of the United States, Heads of State, Cabinet Members, high-ranking military officers, foreign officials, and other visitors to congressional members.
Process applications and issue permits for demonstrations and other organized activities on U.S. Capitol Grounds, such as marches, rallies, vigils, marathons/foot races, musical performances, etc.
Provide a preliminary assessment of the legitimacy of the request and ensure that the applicant's spokesperson is aware of all laws, rules, regulations, and prohibitions associated with hosting events on Capitol Grounds.
Coordinate with spokesperson to finalize application request for submission through Department channels for approval.
Process and issue permits for commercial photography and/or filming.
Coordinate constituent activities and major congressional events on Capitol Grounds that are hosted by Congress, such as outdoor educational displays, indoor displays, and/or programs that involve unique security issues, such as electronics/weapons displays, live animal displays, and armed Color Guard ceremonies.
Facilitate the flow of information between all Department elements involved in logistics, operational, and security aspects of special events, planning, and implementation.
Make notification to the congressional community of press conferences and events occurring near U.S. Capitol Grounds that may impact legislative operations.
Process, approve, and issue law enforcement Building Access Cards (BAC) and temporary soft passes for all visiting law enforcement personnel from outside agencies.
Notify Department operations staff of law enforcement personnel who will be visiting the Capitol complex to coordinate the escort of personnel.

Requirements

Must be a current sworn USCP officer below the rank of Sergeant.
Must be a Private First Class with a total of three (3) years on the Department.
Must successfully complete all required training.
Must be flexible to work outside of normal duty hours to address coordination duties with defined deadlines, as assigned.

Qualifications

Must be a USCP officer below the rank of Sergeant; have successfully completed your probationary period; and attained the rank of Private First Class (PFC) with three (3) years total after graduation from the academy by the closing date of this announcement.
Must not be in restricted leave status as of the date of selection.
Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).
Must be available to work flexible hours and rotating shifts.
Must be flexible to work outside normal duty hours to address coordination duties with identified deadlines, as assigned.
Must possess and maintain a valid driver's license.
Must be able to work closely with supervisors, peers, and all other USCP employees, regardless of rank or title, in addition to other members of the congressional community.
Must maintain the necessary skill set required for a Special Events Coordinator through training.

Education

There is no education substitution for experience in this series and/or grade.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above. The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The Office of Human Resources (OHR) will conduct an eligibility factor review as outlined in this vacancy. Phase II: KSA Assessment - Knowledge, Skills, and Abilities will be evaluated by an appointed assessment panel, including resume review. Phase III: Structured Interview and Skills Assessment - An interview of the applicant with questions specific to the Special Events Coordinator position for which they have applied. Candidates will complete a practical skills assessment consisting of scenarios and written exercises. Results of this selection process will be used to recommend candidates to the hiring manager, who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, each candidate's complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters as identified by the Office of Professional Responsibility. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
