Must possess extensive knowledge of financial analysis, state agency budgeting, and legislative processes, along with a comprehensive understanding of agency, state, and federal regulations governing financial operations, business processes, information systems, and reporting obligations.

This role significantly influences the agency's effectiveness, credibility, and financial accountability, impacting customer service and public relations. High levels of discretion and judgment are essential. The position demands strong process management and organizational skills.

Serves as the primary resource for providing assistance, daily oversight, and management of professional staff involved in budget development, execution, and monitoring within the Budget Services Division of the Office of Financial Management (OFM). Interprets legislative requirements, statutory obligations, policies, and procedures. Coordinates the preparation and evaluation of the agency's budget, including internal unit budgets, budget reporting, and financial analysis. Ensures compliance with relevant state and federal laws and regulations.

Minimum Qualifications

- Proven ability to supervise professional staff
- In-depth knowledge of program budgeting principles and governmental & federal budgeting and accounting policies
- Proficient in analyzing and interpreting various documents, developing solutions, and presenting recommendations
- Strong communication skills, both professional and effective
- Proficient in Microsoft Office applications and various statewide programs
- Considerable progressive experience within a complex state budgeting framework
