The Mission Solutions Division within the National Security Sector of Leidos is in search of a Senior Business Capture Executive to spearhead and enhance high-performing capture teams, tasked with securing current and acquiring new business ventures in the Intelligence Community sector.

The ideal candidate brings a strong technical background coupled with relevant professional experience, ingenuity, and a drive to be part of a successful team. This role will report to the Director of Capture Management for the Mission Solutions Division.

Key Responsibilities:
The Senior Business Capture Executive is accountable for formulating and executing the overarching capture strategy related to an authorized pursuit initiative aimed at maximizing the likelihood of success for new and ongoing projects.
Responsibilities may encompass the following:
  • Designing bid strategies
  • Overseeing the creation of proposal sections
  • Conducting market and competitive assessments
  • Forming, leading, and supporting capture and proposal teams.

  • The individual responsible for business development or marketing initiatives
  • Facilitating the transition from opportunity identification to capture initiatives
  • Building a capture team and guiding the team to effectively bid and secure contracts
  • Engaging with existing and prospective clients and partners, articulating the organization's core competencies
  • Establishing internal and external partnerships, and managing bid and proposal funding.
Additional duties include:
  • Acting as the lead for entire sections, volumes, proposals, and/or captures
  • Formulating solutions to complex challenges and issues that are ambiguous and necessitate comprehensive analysis and understanding of domain expertise
  • Collaborating with internal stakeholders, business development, and operations team members, as well as customer leadership and external partners
  • Working cooperatively with team members regarding solution design, processes, and/or methodologies
  • Participating in or leading opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program evaluations, and lessons learned sessions; communicating status, resource requirements, capture strategy, and recommendations to executive leadership
  • Supervising the proposal phase of the opportunity to ensure successful delivery to the client
  • Providing feedback and innovative suggestions to the team in support of continuous improvement.
Basic Qualifications
  • Bachelor's degree and 15+ years of relevant experience or Master's degree with 12+ years of relevant experience
  • Proven excellent written and verbal communication skills, along with effective collaboration and inclusive leadership abilities
  • Familiarity with federal government acquisition types, processes, and tools
  • Demonstrated expertise in areas pertinent to business development including: opportunity qualification, capture strategy, customer and industry collaboration, and team leadership
  • Candidate must possess an active Secret clearance
Preferred Qualifications
  • Experience in securing and winning business development opportunities with a focus on opportunity qualification, stakeholder engagement, solution development, and proposal submission
  • Documented success in managing and winning capture efforts within the Intelligence Community
  • Experience in developing and successfully negotiating teaming agreements
  • Experience in formulating competitive pricing strategies and associated cost proposals
  • Active Top Secret / SCI clearance and willingness to obtain a successful polygraph
