Job Summary

We are seeking a highly skilled and experienced individual to fill the role of Supervisory Joint Operations Center Technician with our Army National Guard Units. This is a challenging and rewarding position that requires strong leadership and management skills, as well as a deep understanding of joint operations and command and control policies.

Key Responsibilities
  • Establish and implement local command and control policies and directives in accordance with Federal, state, and local agencies.
  • Inform senior leadership on the status, progress, problem areas, shortfalls, and limitations in the joint operations center.
  • Recommend solutions to ensure mission accomplishment and that Federal, state, and local agency objectives are achieved.
  • Oversee the development of all local Quick Reaction Checklists, Staff Operational Reporting Procedures, and Joint Operating Instructions to meet the Adjutant General's mission and reviews periodically for sufficiency and updating.
  • Serve as the joint operations center subject matter expert for all joint operations planning activities.
  • Ensure adequate protection and procedures are in place to safeguard resources, to include the physical security of the joint operations center, the Crisis Action Team (CAT) and mission critical support systems.
  • Serve as the Communications Security (COMSEC) Officer for the joint operations center COMSEC user account.
  • Periodically review, validate, and project COMSEC requirements to ensure required materials are in place to support the evolving missions.
  • Participate in the direction of operational events and brief senior leadership on all significant actions taken by the joint operations center.
  • Inform senior leadership on the status, progress, problem areas, shortfalls, and limitations in command and control and recommend solutions to ensure mission accomplishment and national objectives are achieved.
  • Manage all aspects of joint operations center operational reporting.
  • Oversee the operational control and accountability of the JOC and CAT facility to ensure proper utilization of resources.
  • Manage changes as a result of directives, to include the proper installation of new or upgraded systems and equipment.
  • Develop initial budgetary requirements, programs available dollars, and identifies unfunded requirements to support joint operations supplies, equipment, and training.
  • Plan the work activities of assigned personnel, assigns general and specific tasks for the accomplishment of the mission, and plans the work schedule to support operational events on a 7-day per week/24-hour basis.
  • Develop work performance standards, and evaluates the work performance of subordinates through performance appraisals and/or efficiency ratings.
  • Give advice, counsel, or instruction to employees on both work and administrative matters.
  • Interview candidates for positions in the unit and recommend selection of personnel.
  • Indoctrinate new employees, and ensures personnel complete all training and certification requirements applicable regulations.
Requirements
  • Must possess experience, education, or training which provided a general knowledge of the principles of organization, management, and administration.
  • Must possess experience using computer and automation systems.
  • Must possess 30 months of specialized experience in managing, directing, and overseeing the operations of an Operations Center.
  • Must possess experience in making assignments, implementing mission changes, and ensuring work of an operations center is carried out in an efficient and timely manner.
  • Must possess experience in developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
  • Must possess experience in supervisory, staff, or technical work which included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Must possess experience preparing written communications and oral presentations and/or briefings.
Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
