Job Summary

This position will provide experienced cost analysis and estimating support for Department of Homeland Security (DHS) programs.

Key Responsibilities
  • Participate in cost teams performing cost estimating and cost analysis of DHS programs.
  • Understand and assist in the development cost models incorporating cost risk and uncertainty through Monte Carlo discrete event simulation, documenting and presenting results, communicating with stakeholders, and attending various program meetings.
  • Organize, direct, and coordinate the budget, planning, and execution of all task support activities.
  • Demonstrate knowledge, experience, and proficiency of ACEIT, Crystal Ball, @Risk, and other common cost analysis software.
  • Demonstrate knowledge of the business and financial impacts of alternative procurement approaches.
  • Demonstrate knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business environments.
  • Demonstrate knowledge of IT software used throughout the government for cost and economic analysis.
  • Develop task management plans, determine resource needs, and ensure technical performance of products/services are within cost and schedule.
  • Assist with database architecture plans and development.
  • Provide effective verbal and written correspondence, prepare reports and presentations, as required.
  • Support cost research and issue paper development.
  • Be able to effectively work in a team environment.
Requirements
  • 7-15+ years of cost analysis and estimating experience.
  • DHS experience is desirable, but not required.
