Cost Estimation and Analysis Role

We are seeking a highly skilled Cost Estimator to join our team at Cobec Consulting. As a Cost Estimator, you will be responsible for supporting the evaluation and quality assurance of cost estimates, including ad-hoc special studies, in support of investment decisions for information technology systems.

**Key Responsibilities:**

* Review, assess, and provide comment on cost estimates for program baselines, budget, and life cycle cost estimates
* Assist in developing analytical solutions, including the evaluation/review of program life cycle cost estimates (LCCEs), development of LCCEs, and the development of economic analysis such as Net Present Value (NPV), Return on Investment (ROI), and Internal Rate of Return (IRR)
* Work with cost models, schedules, and acquisition documentation review, as well as data collection, data normalization, life cycle cost analysis, cost model development, cost risk analysis, earned value analysis, cost-benefit analysis, and other technical analyses as needed

**Requirements:**

* Bachelor's degree in Engineering, Math, Operations Research, or Finance
* 2+ years of relevant experience in cost estimation/analysis, finance, engineering, cost estimation, cost-benefit analysis, operations research, and/or technical analysis
* Strong analytical background and excellent communication and interpersonal skills
* Proficiency in MS Excel, MS PowerPoint, MS Project, and other MS Office Products

**Preferred Qualifications:**

* Certified Cost Estimator/Analyst (CCE/A) or Professional Cost Estimator/Analyst (PCEA) designation from the International Cost Estimating and Analysis Association (ICCEA)
* Proficiency in use of cost estimating and risk tools such as Crystal Ball, ACEIT, SEER-SEM, and/or @RISK

**Security Requirements:**

* Must be a US citizen or a legal resident for three of the past five years
* Must meet eligibility requirements for a US Public Trust security clearance

**Travel:**

* Occasional travel required as needed by client/s and/or company
