About the Position

This role is part of the Community and Neighborhoods Department at Salt Lake City. We are seeking a highly skilled Civil Enforcement Supervisor to serve as the Administrative Hearing Officer for enforcement appeals.

Key Responsibilities
  • Plan, assign, and supervise the work of Civil Enforcement Officers, providing technical assistance and training as needed.
  • Conduct administrative hearings and develop alternative solutions to housing code violations, rendering decisions and guidelines on appeals.
  • Review, interpret, and approve plans for compliance with housing/zoning codes and other applicable ordinances, negotiating solutions with citizens, developers, and officials.
  • Collaborate with the Building Services Manager in supervising and hiring staff, making recommendations for training programs and advising on enforcement-related issues.
  • Coordinate record retention for enforcement files and records, representing the Division at public hearings and conducting special studies and research as required.
Minimum Qualifications
  • Graduation from an accredited college or university with a bachelor's degree in Construction Management, Urban Planning, or a closely related field, and four years of full-time, paid professional experience in code enforcement, building inspections, customer service, or related activities.
  • Incumbents must possess and maintain a Zoning Inspector, Property Maintenance/Housing Inspector, and four Commercial or Residential Building, Mechanical, Electrical, or Plumbing Inspector certifications, and hold and maintain a license from the state of Utah as a Limited Inspector within one year of hire.
  • Knowledge of the Salt Lake City housing and zoning codes and related enforcement procedures.
  • Demonstrated ability to write professional staff reports and policies related to housing codes and zoning enforcement, communicate effectively with individuals from diverse organizations and backgrounds.
Desired Qualifications
  • Two years of supervisory experience.
  • Housing and zoning code compliance experience.
  • Demonstrated ability in computer applications related to graphic reports and desktop publishing.
  • Certification by the American Association of Code Enforcement as a Master Code Enforcement Professional.
Working Conditions
  • Light physical activity, intermittent exposure to hazards associated with cramped quarters and retrofitted dwellings, periodic exposure to adverse weather conditions.
  • Considerable exposure to stress as a result of human behavior.
  • Individuals may be required to work non-traditional hours, such as evenings and weekends.
