General Overview:

This position involves conducting analysis, research, and reporting concerning higher education finance and facilities data within the Funding and Resource Planning Division. Responsibilities include gathering and summarizing data that informs the allocation of financial resources to higher education institutions. The role requires reviewing policies, preparing reports, and identifying opportunities for improvement and modernization.

Key Responsibilities:

  • Collaborate with team members and stakeholders to analyze and evaluate complex financial data from educational institutions.
  • Assist institutions in timely reporting by becoming knowledgeable in the division's responsibilities and policies.
  • Ensure data integrity and support the division's data certification process.
  • Model the allocation of financial resources using various datasets.
  • Communicate findings from higher education finance research to stakeholders at various levels.
  • Assist in ensuring data accuracy and review institutional space data.
  • Draft, proofread, and edit reports for decision-making and publication.
  • Coordinate information flow with the agency's Data Management and Research division.
  • Support the coordination of Funding Formula Advisory Committees by providing data and technical assistance.
  • Conduct financial analyses to support requests from legislative bodies and the public.
  • Review and recommend updates to agency policies related to facilities reporting.
  • Assist in drafting rules on formula funding while ensuring consistency in language.
  • Analyze bills related to higher education finance during legislative sessions.
  • Represent the agency through presentations to diverse audiences.
  • Collaborate as a team member to achieve the goals of the state's higher education plan.
  • May require travel up to 10% of the time.
  • Perform additional duties as assigned.

Qualifications:

Required Minimum Education and Experience:

Bachelor's degree from an accredited college or university.

Preferred Qualifications:

Bachelor's degree or higher in business, finance, public administration, economics, or a related field, along with one year of progressively responsible work experience. Experience in higher education and familiarity with state and national policy issues in this sector is also preferred.

Knowledge, Skills, and Abilities:

  • Willingness to learn about budgeting and financial reporting.
  • Strong documentation skills with the ability to convey complex information clearly.
  • Skill in reviewing materials for accuracy and identifying errors.
  • Ability to analyze and summarize quantitative and qualitative data.
  • Proficient in using personal computers and various software applications.
  • Ability to work independently and make informed decisions.
  • Strong communication skills, both written and verbal, to interact with diverse audiences.
  • Ability to manage multiple priorities and projects effectively.
