Job Overview

POSITION SUMMARY

The contractor will deliver proficient support in various critical areas:

  • Offering technical administrative guidance for the execution of the U.S. Department of Energy (DOE) Personnel Security Program, which encompasses:
  • Processing security clearances and special access requests, along with the evaluation of investigative reports or other security-related documentation.
  • Managing the Human Reliability Program (HRP).
  • Overseeing the Administrative Review process.
  • Implementing the Personal Identity Verification (PIV) Program in alignment with Homeland Security Presidential Directive 12 (HSPD-12). The PIV Program is currently responsible for processing badges for around 1,000 individuals, with an anticipated increase of approximately 250% annually until full implementation, reaching about 10,000 individuals. As the volume of PIV badges processed escalates, the government may consider adjustments to the specified number of Full-Time Equivalents (FTEs), as outlined in the relevant FAR clause.

The contractor will also:

  • Ensure that clearance documentation is completed promptly and that all associated paperwork is accurate.
  • Assist in utilizing relevant DOE personnel security databases to guarantee precise clearance activities for HRP, security clearance holders, PIV holders, and applicants.
  • Support the preparation of draft and final correspondence, including security-related forms, letters, and memorandums concerning security clearance processes.
  • Review and process security clearance-related documents for completeness.
  • Facilitate the duplication of security records, including personnel security files.
  • Contribute to various security initiatives, such as administrative reviews, psychiatric evaluations, and special program clearances.
  • Assist in preparing security documents in electronic formats for submission to DOE-Headquarters.
  • Help develop the Project Scanning Plan, which includes:
  • Creating a schedule for the disposition of paper files.
  • Assessing the number of files.
  • Arranging for encrypted hard drives for file storage.
  • Determining metadata requirements.
  • Scanning hard copy documents into databases.

Additionally, the contractor will:

  • Support the operation of the personnel security clearance processing center.
  • Utilize the DOE and RL personnel security database concerning security clearance history and activities.
  • Maintain a budget reporting system to track investigation fund expenditures.
  • Assist in the use of the Foreign Access Central Tracking System (FACTS) and make entries for foreign national visits and assignments coordinated by the DOE.
  • Manage the Foreign National Access Program (FNAP), including routing visits/assignments for approval and maintaining records.
  • Coordinate with DOE contractor FNA personnel as necessary for the approval of visits/assignments to their facilities.
  • Approve FOCI actions from HMIS in IDMS.

QUALIFICATIONS

  • Applicants should possess a minimum of one year of experience with security clearances and special access processing at the Q/Top Secret/SCI level or higher, along with processing and adjudication of investigative reports or other security-related information, Human Reliability Program, Administrative Review process, PIV credentialing, and other personnel security-related programs.
  • Current Active 'Q' access authorization is required.
  • Non-native English speakers must demonstrate proficiency in the English language at a CEFR level C2 or an ILR score of 5+.
  • A high school diploma is mandatory.
  • U.S. citizenship is required.
