Department Overview
Gas Operations is dedicated to achieving the highest standards of safety and reliability in the gas sector across the United States. This division oversees all facets of gas distribution and transmission, including planning, engineering, maintenance, construction, restoration, and emergency response.
Position Summary
This role is classified under the Engineers and Scientists of California (ESC) and is subject to collective bargaining agreements.
This is a journey-level engineering position that necessitates a comprehensive understanding of the Associate-level engineer responsibilities. The incumbent will lead or execute the engineering and design of intricate projects, utilizing independent judgment in the application of engineering principles while working with minimal oversight. Collaboration with engineers, project managers, construction teams, and other stakeholders is essential to evaluate project requirements. Responsibilities extend beyond those of an associate project engineer and include:
- Conducting technical studies and generating reports.
- Providing guidance to contractors and external vendors.
- Selecting and managing engineering contractors for the design of gas transmission facilities.
The scope of responsibility for this position will expand with accumulated experience.
Job Responsibilities
Initial tasks will require supervision and direction; however, as experience is gained, the level of independence and responsibility will increase.
- Assist in project walk-downs and collaborate with project teams to define work scope, schedules, and budget commitments.
- Support the creation of cost estimates.
- Review engineering designs, perform calculations, and develop necessary documentation.
- Evaluate and recommend alternative project proposals.
- Support Facility Engineering in troubleshooting and resolving equipment or system issues.
- Participate in factory acceptance testing (FAT) or supplier inspections.
- Investigate resources needed for engineering tasks.
- Establish engineering schedules.
- Review designs for code compliance and provide technical guidance.
- Manage design scope and adhere to project timelines.
- Coordinate with key engineering disciplines to ensure design completion.
- Function as the Lead Engineer when appropriate, overseeing the engineering team.
- Identify opportunities for enhancing project engineering, including design and constructability improvements.
- Engage in engineering for commissioning procedures and participate in on-site activities.
- Prepare engineering forecasts, track progress, and provide updates.
- Review design and technical documents to ensure compliance with quality standards.
- Recommend modifications to existing drawings for routine projects.
- Specify long-lead materials for assigned projects.
- Review and approve procurement lists and vendor drawings under guidance.
- Lead or participate in design review meetings.
- Coordinate project activities with other disciplines.
- Provide construction support and evaluate field construction challenges.
- Participate in Process Hazard Analysis (PHA) and Pre-Startup Safety Review (PSSR).
- Support process improvement initiatives and special projects.
- Assist the Maintenance & Operations Group post-commissioning.
- Prepare technical documents such as specifications and operational instructions.
- Oversee the completion of engineering record documents.
- Mentor junior engineers.
- Contribute to the development of design standards and processes.
- Provide technical expertise and conduct engineering analyses.
- Present findings to internal teams and external partners.
- Conduct design review meetings and walk-downs.
- Solicit and evaluate proposals from engineering consultants.
- Interpret and apply relevant codes and regulations.
- Assist in developing clearance procedures.
- Engage in root cause analysis.
- Approve reports and drawings for projects.
- Evaluate innovative design solutions focusing on cost efficiency and safety.
- Lead low complexity PHA's and PSSRs with appropriate training.
Resolve moderate scope problems with standard solutions. Under general direction, independently plan work to meet objectives, with periodic reviews for technical accuracy.
External interactions primarily involve coordination with contractors and vendors, while internal contacts include clients and project teams. May guide less experienced team members and collaborate to solve problems.
Qualifications
Minimum:
- Bachelor's degree in Engineering from an accredited institution.
- Demonstrated mastery of Associate-level engineer duties with a minimum of three years of relevant experience.
Desired:
- Bachelor of Science in Civil Engineering.
- Active California PE license.
- Ability to apply fundamental engineering principles.
- Strong organizational skills for project management.
