Office of Fiscal and Monitoring

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is tasked with delivering risk management solutions for OFMS and ODJFS. This division oversees risk through the monitoring of subrecipients and contractors. It offers training, technical support, audit liaison services, and resolution assistance. The division also supervises counties, workforce local areas, state agencies, and other entities. Furthermore, it manages the County Finance Information System (CFIS) and provides technical support and training for Ohio's counties. Key Responsibilities

The primary role of this position is to ensure the accuracy of chart field data between the Department of Job & Family Services and the Department of Children and Youth. This includes monitoring daily interface transactions and conducting investigations to identify interface discrepancies. Additionally, the role involves researching and analyzing budget discrepancies and matching exceptions to find resolutions.

Core Duties
  • Evaluate Grant Awards
  • Conduct Research on Budget Discrepancies
  • Collaborate with CFIS vendor to Resolve System Issues
  • Review Interface Transactions and Investigate Errors
  • Create, Request, and Implement New Fiscal Codes
  • Ensure Chart Fields are Accurate in OAKS and CFIS
Work Schedule: 8am - 5pm Mon-Fri (actual times are negotiable)

Travel Requirements: Travel may be necessary as needed. Candidates must provide their own transportation or possess a valid driver's license to operate a state vehicle.

Required Qualifications

The ideal candidate must possess the following qualifications:

Option 1:

4 years of experience in budgeting that includes fiscal management and control utilizing quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer-assisted regression analysis models, trend analysis, cost-benefit forecasting).

Option 2:

Completion of an undergraduate core program in accounting, public finance, public administration, or business administration; 24 months of experience in fiscal management and control utilizing quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer-assisted regression analysis models, trend analysis, cost-benefit forecasting).

Option 3:

Completion of a graduate core program in accounting, public finance, public administration, or business administration; 12 months of experience in fiscal management and control utilizing quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer-assisted regression analysis models, trend analysis, cost-benefit forecasting).

Option 4:

12 months of experience as a Budget Analyst, 63261

Option 5:

Equivalent of Minimum Class Qualifications for Employment noted above

Compensation Information

This position is classified under the State of Ohio's OCSEA/AFSCME. Unless mandated by legislation or union contract, the starting salary will be the minimum salary of that pay range 33 (step 1, currently $32.08 per hour). These ranges provide a standardized pathway for salary increases. With continued employment, new hires progress to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are outlined in the table below.
